Hauptaufgaben

1.Provides professional budgetary and financial system policy advice, information and recommendations to supervisors, coworkers and Command staff. Establishes new or improved methodologies, procedures, processes, reports, special studies or other management initiatives, which enhance command budgetary objectives and resource management. Serves as the main integrator of financial automation systems and processes supporting the budgetary and financial procedures in BMB. Reviews and evaluates effects of budget and program changes to financial databases and impact on work and activities funded through appropriations for OMA and other appropriation budgets, Contingency Operations (CONOPS) and European Deterrence Initiative (EDI) funds, as well as other appropriations and limitation authority. Reviews budget estimates, recommends funding level adjustments based on evolving requirements and budget plans, analyzes obligations and expenditures, validates allocations, and initiates funding balance adjustments as applicable. Designs, develops and maintains financial controls and computer-based budget programs and databases to track, manage and control budget and execution processes to include appropriations, requirements, commitments, obligations, expenditures and supporting transactions, funding letter allocations, Command-wide prioritization of funds allocations, and reports designed to facilitate USAREUR-AF G8 and its claimant's analysis of budgetary data and associated decision making.
2. Reviews and analyzes various automated financial and non-financial data automated systems used by MSCs and staff offices that interface with Legacy and/or ERP financial systems to determine if correct, adequate information is transmitted. Research noted disconnects between the interface of USAREUR-AF financial systems and other systems and assists customers in associated problem resolution. Identifies potential training deficiencies and requirements. Reviews and makes technical recommendations on changes to existing data collection systems, data base maintenance and development, transmission and processing systems, new equipment requirements, and alterations in equipment configurations. Performs continuing review and analysis of systems, program development, changes in mission of supported activities, and new developments in information system technology in order to be responsive to the needs of the entire theater-wide resource management information network. Develops and provides management with real-time budget reports utilizing a suite of financial system subprograms for standard data queries as well as the US Army General Fund Enterprise Business System (GFEBS) and Global Combat Support System, Army (GCSS-A) to support projected funds and budget changes. Prepares reports and conducts analysis with USAREUR-unique financial management programs which incorporate GFEBS, GCSS-A, LN and US Pay Systems and funding transaction tracking data bases as well as other financial systems. Incumbent provides advice on all systemic aspects of the budget execution and development process to assigned account managers.
3. Formulates, reviews, and adjusts annual budget databases for USAREUR-AF accounts; formulates, reviews OMA and other appropriation budget databases; conducts research and analysis of special problems, and maintains automated budget records with status reports for all accounts: Participates in the fund control and budget execution and management processes for all USAREUR-AF accounts. Provides budget system guidance and assistance to program managers to assist in the automated formulation of budget requirements. Monitors execution and maintains budget databases for OMA and other appropriations. Analyzes, processes and presents short and long-range budget data to support Command programs and requirements. Uses planning and financial programs to budget, analyze cost benefits, and inventory replacement and projected organization changes, analyzes budget requirements and recommends budget actions. Prepares and/or edits automated narrative justifications for projected funding needs and ensures proper documentation in schedules and reports, as required. Reviews budget and program requirements to ensure conformance with established Army policies and the intent of Office of Management and Budget, and Congress appropriations. Develops and recommends modifications to budget estimates as necessary to conform to the changes in technology, contractual requirements, program directions, and budget reductions. Develops and analyzes annual OMA budget estimates for civilian salaries, travel, and supplies and maintenance, utilizing organization mission plans and objectives. Develops long-range and annual Other Procurement, Army budgets for contracts and equipment and other planned procurement actions. Research, compiles, and summarizes data concerning personnel salaries and expenses, and similar object classes and line items needed to form and execute budget estimates. Selects and enters budget information on a wide variety of related forms, schedules, and reports. Initiates and maintains computer-based budget programs to track budget information for the complete budget execution cycle from estimates through disbursements. Evaluates assigned OMA and other appropriation budgets to ensure reliability of funding levels through program evaluation review of projected programs and current obligations and expenditures. Reviews and coordinates requests for funding for new, emerging requirements with team lead and BMB command analyst and provides recommendations. Reviews obligations and expenditure of funds and ensures that funds are allocated effectively and obligated in a timely manner to support Command-wide approved programs. Conducts research and proposes actions to resolve special financial system policy problems presented by USAREUR-AF staff offices, major commands, and activities. Participates in development and implementation of financial policy regarding new or improved objectives, policies, procedures, and methods to comply with requirements or revised directives from higher headquarters. Develops analysis tools to support e.g. reprogramming of resources to satisfy command requirements. Complies to requirements of the Government Performance Review Act (GPRA), Chief Financial Officers Act (FOA) and the Defense Appropriations Bill requiring accountability at the three-digit Sub-Activity Group (SAG) level on Fund Authorization Documents (FAD) in the Program Budget Accounting System (PBAS) and, the US Army General Fund Enterprise Business System (GFEBS). Develops, maintains, and improves automated computer-based budget program and other data bases to track all budget information including estimates, transfers, obligations, expenditures, and current balances. Independently develops a variety of real-time budget information reports for management to review; identifies and recommends corrective actions. Maintains an automated database for a computer-based budget system for budget and expenditures and develops monthly computer-based budget statistics report identifying allotments, obligations, funds, and unobligated commitments for Army budget reports on a continuous basis. Maintains and oversees the automated budget and funds allocation system to ensure accurate accountability for total funds, commitments, obligations, unobligated balances, and accurate status of funds information available. Incumbent reconciles budget status reports with source documents for obligations and expenditures and provides status to management. Upon request, maintains automated budget systems and reports for data base commitment accounting systems, obligated and unobligated funds balance, and uncommitted balance reports.

E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 6 years of job related experience as defined below.

E&T Level IIIB and IIIC: 6 years of job related experience as defined below.

E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 5 years of job related experience as defined below.

E&T Level IVD: 5 years of job related experience as defined below.

E&T Level IV B and C: Not creditable for positions in this occupational series

E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; PLUS 4 years of job related experience as defined below.

Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Training: Incumbent of the position must complete mandatory training as directed.

LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency Level C1 and German Language Proficiency Level C1 required.
