This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will provide full range of professional injury screening and prevention, evaluation, diagnosis, and treatment to maximize Soldier performance and improve unit readiness with the HHC 173D Airborne Brigade, duty location Grafenwohr, Germany.

Duties
* Provide full range of professional injury screening and prevention, evaluation, diagnosis, and treatment to maximize Soldier performance and improve unit readiness.
* Perform physical therapy professional duties requiring an advanced practical knowledge of physical therapy skills, evidence-based practice, data collection and reporting as part of the H2F team.
* Plan and organize professional injury screening and prevention.
* Research, analyze, and report on injury control and program effectiveness.
* Advise Commanders and Directors on the development and implementation of strength and endurance programming and execution.
* Participate on the Holistic Health and Fitness (H2F) team to coordinate the rehabilitation or wellness activities of individual or groups of Solders.

* This position may require temporary duty (TDY) business travel up to 25% of the time.
* This position requires that you undergo an initial Urinalysis Testing prior to entering the position and random drug testing thereafter.
* The employee may be required to work overtime and/or other than normal duty hours for data collection, which may include evenings, weekends, and/or holidays.
* The incumbent may be assigned a government cell phone and be required to be in an On-Call status after hours and on weekends.
* This position is subject to annual seasonal influenza vaccinations.
* Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
* All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) training and certification that is sponsored or endorsed by the American Heart Association (AHA).
* A Tier 2 - Moderate Risk background check is required.
* Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirements for Physical Therapist (Holistic Health and Fitness): (You must attach documentation to application)Degree:
A graduate (or higher level) degree that included a physical therapy curriculum approved by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or a professional accrediting organization recognized by the U.S. Department of Education at the time the degree was obtained, and completion of the clinical requirements prescribed by the school.

Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physical Therapist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and must have passed the National Physical Therapy Examination administered by the Federation of State Boards of Physical Therapy (FSBPT).
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0633 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience: One year of specialized experience which includes for a performance enhancement Physical Therapy program: performing evaluations, providing interventions, and coordinating with a multi-disciplinary team.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. 1. Direct deposit of pay is required.
2. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
3. Locality pay does not apply in the overseas area.
4. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM
5. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM
6. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
7. Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
8. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
9. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI volume 1250.
10. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
