The Opportunity:
As a CACI USAREUR-AF TMISS Task Order Program Finance Analyst you will support US Army Europe/Africa G2 on-site in Wiesbaden, Germany, and other Intelligence related mission partners, as a key team member of a complex program that provides professional services in support of advisory and analysis efforts associated with Intelligence Warfighting Function (IWfF) mission areas.
You will be a member of a team that supports the Intelligence Directorate of the Army Component Command of both the US European Command and US Africa Command.
Responsibilities:
As a CACI USAREUR-AF TMISS Task Order Program Finance Analyst you will embed at Clay Kaserne in Wiesbaden, Germany, and may travel as required, to perform services at other locations within the USEUCOM or US AFRICOM AOR or Area of Interest (AOI) to meet mission requirements in both CONUS and OCONUS locations.
These positions are contingent upon SOFA approval or commensurate work-Visa requirements at the primary place of duty. Employee must be willing to work shifts, overtime, and/or deploy to austere or hostile fire zones as required.
Other duties of the Program Finance Analyst will include but are not limited to:
1. Create, maintain, and report all Task Order (TO) financial data to support strategic objectives of the client, Program Manager, Project Leads, and Program Operations Manager
2. Develop baseline budgets, forecasts, and Estimates at Completion (EACs) including labor, travel, materials, equipment, and ODCs
3. Track funding at the CLIN and SLIN levels as required by the contract
4. Leverage MS Excel to update forecasts and EACs monthly with actuals and evolving mission requirements
5. Analyze and track cost variances, the creation of RIPs/TARs, reconciliation of actuals vs. approved costs, and trends on a monthly basis
6. Coordinate with CACI contracts and financial teams to ensure compliance with contractual cost reporting requirements
7. Prepare Rough Order of Magnitude (ROM) estimates and update contract pricing to support modifications as needed
8. Attend and support monthly Integrated Program Reviews (IPRs) and other recurring financial meetings
9. Review and validate project costs, ensuring accurate account and cost allocations
10. Review subcontractor invoices and timecards for accuracy and compliance
11. Manage subcontractor funding in accordance with client-issued funding under the prime contract
12. Coordinate and produce monthly prime invoices and supporting backup documentation, including accruals
13. Identify and implement cost control measures and process improvements to enhance financial reporting and stewardship
14. Develop and document internal policies and procedures specific to the TO’s financial operations
15. Make funding allocation, movement, and deobligation recommendations to maximize TO efficiency
16. Support Program Managers through detailed financial planning and analysis
17. Collaborate with contracts, subcontracts, HR, and other support functions for comprehensive program support
18. Accurately review and set up contract awards and modifications to ensure proper financial alignment
19. Prepare spreadsheets, briefings, and ad hoc financial reports to support program-level decision-making
20. 5 or more years experience in producing and delivering financial deliverables
21. 5 or more years experience with program financial forecasting
22. 5 or more years experience with tracking financial expenditures and forecasts on Cost Plus Fixed Fee type contracts
23. Must have strong working knowledge of JTTR Regulations
24. Must have strong working knowledge of Federal Acquisition Regulations (FARs)
25. Must have at minimum Secret Clearance, contract will hold up to TS/SCI
26. The minimum education and experience for this position is a Master's degree in a related field and 3 years of specialized experience; OR Bachelor's degree in a related field and 6 years of specialized experience; OR 10 years of specialized experience
27. Bachelor's degree in Finance, Accounting, or other related field
28. Minimum of 7 years of experience tracking Federal/DoD financial contracts, and supporting creation and tracking of financial deliverables
29. Familiarity with GSA Task Orders
30. TS/SCI Clearance

The proposed salary range for this position is:
$75,200 - 158,100 USD
