This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben The primary purpose of this position is to: (1) serve as a customs criminal investigator and key partner to U.S. military customs investigators; (2) Interpret from German into English and vice versa; (3) serve as a liaison between the Chief Inspector (Supervisor) and host nation law enforcement officials; (4) provide translation services; and (5) operate a motor vehicle. Serves as a criminal investigator. Performs a wide range of duties concerning enforcement activities regarding host nation customs and tax issues. Focus of customs violations include the illegal diversion of duty and tax free goods and merchandise to the local economy thus causing undue financial advantage to local nationals not entitled to tax and duty free benefits. Incumbent accumulates and presents information on German customs laws, regulations as well as applicable U.S. laws and regulations in efforts to eliminate black-marketing activities in Germany. Maintains direct contact with German law enforcement officials in order to develop and maintain working relationships beneficial to both U.S. and German agencies. Advises supervisor of host nation protocols, procedures and policies. Incumbent is expected to work extended hours and odd shifts to include some weekend hours depending on investigation activities to which assigned. Assists in the search of crime scenes and gathers evidence for use in any prosecution either by the U.S. military or German judicial systems. Ensures that evidence gathered is appropriately marked and stored in accordance with rules of evidence prescribed by both U.S. and German law. Photographs crime scenes, evidentiary material, and secures documents as required. Processes evidence and prepares shipping documents for any material sent to forensics laboratories in Europe and the United States IAW with U.S. Army Regulations and policies. Through the use of informants, gathers criminal intelligence information for use in pursuing black-marketing activities. Arranges for informants to provide written or oral testimony for legal proceedings. Testifies as an expert government witness before military of civilian courts of justice. Serves as handling agent for the development utilization and targeting of sources, informants for the collection of customs related enforcement activities, and prepares appropriate customs information reports for both management and supervisor usage. Serves as interpreter/translator from German to English and vice versa. Interprets from German to English and vice versa, during interviews, meetings, and other activities related to mission accomplishments. Serves as interpreter for management officials at discussions and meetings with German officials of various agencies up to the federal ministry level. Must be familiar with common police, customs and other government terminology in both German and English. Fluency in both languages is essential to the maintenance of untainted evidentiary material to ensure admissibility into either the U.S. or German justices systems. This skill is also essential to successful interviews of suspects, victims and witnesses in both languages. Provides written translations from German to English and vice versa in support of the customs enforcement mission. Performs liaison duties. One of the critical duties performed bye the incumbent is the establishment and maintenance of good working relationships with German police and customs officials. This includes local city police, the Federal Police (Bundespolizei) and other enforcement agencies as required. Incumbent arranges meetings for Customs managers and/or Chief Inspector as deemed necessary for meeting liaison objectives. The purpose of maintaining good relations with host nation officials is to facilitate the enforcement mission and enhance the U.S. Forces ability to control the flow of duty and tax free merchandise and cargo entered into Germany by members of the U.S. Forces. Administrative duties. Provides a wide range of administrative duties in support of the host nation customs and tax relief mission. Fully capable and subject to assisting customer service operations at the direction of the supervisor in the preparation of tax relief forms that involve the import and disposition of duty and tax free items. Assists customers in the coordination with local German customs offices to obtain appropriate approval and pay necessary taxes and duties when applicable. Incumbent operates a government owned/leased vehicle in the performance of duties. Keeps and maintains appropriate documents for vehicle history and fuel usages. Maintains appropriate publications such as maps and atlases for navigating in and through German cities and towns. As part of administrative duties, incumbent prepares report documents (including MP reports), spot reports for submission to Customs Leadership as well as a variety of correspondence in support of duties. Must be capable of comprising clear and concise written communication. Performs other duties as assigned.
