Directs and reviews the compilation of data generated from Aerial Digital Ortho Photography, Global Positioning System (GPS) and total station surveys. Proficiency with advanced technology in environmental science is required for protection of the environment due to waste water (sewer) disposal and the preservation of wetlands and streams; and design of highways; bridges, railroads and utility infrastructure development, erosion, storm water, and sediment control, and coordination of US and host nation regulations governing the use of wetlands, flood plains, and waste management. The incumbent exercises knowledge gained from years of extensive substantive practical experience in civil engineering work. Projects assigned require the application or adaptation of established methods, precedents and sound practical judgment in Civil engineering work and a general knowledge of other engineering disciplines such as Electrical, Architectural, Chemistry, and Mechanical. The incumbent develops and assigns work and establishes priorities for contract personnel and assists in supervision and monitoring of unlimited number of onsite contractor personnel engaged in the Agency's GIS management program. Originates and oversees plans, policies and procedures for development and maintenance of computer software in support of army-wide open systems' architecture for management of GIS systems. Planning activities are complicated by the multidisciplinary nature of the information mission area, the rapid pace of technological advancements and changes in business, administrative, engineering, scientific and open systems information requirements, such as advances in research, development, testing and evaluation technologies, changes in environmental laws and regulations and the restructuring of the corporate information mission area methodologies. Technical/systems requirements must be based upon protection of user needs and therefore require a practical understanding of technological redesign precepts, capacity planning, re-engineering mechanisms policies and procedures in addition to administrative and program requirements. Integration of a myriad of information architectures by a diverse user community supporting worldwide applications presents significant technical and managerial complexity. Although considerable technical information concerning GIS systems software and computer concepts is available, the incumbent must apply practical knowledge of local needs and originality in developing software alternatives that will cost effectively satisfy GIS system requirements. Must independently deviate from traditional methods to solve practical problems or improve the operation of GIS systems and to investigate technological advances that may be exploited with the use of state-of-the-art computer equipment. Incumbent serves as the ranking team member on panels/committees, which are convened to review projects and initiatives. Reviews the total project or initiative in order to assure that content is technically sound and to determine if it presents valid engineering designs. Obtains the services of other personnel of the Branch in reviewing and commenting on the more specialized aspects of their respective engineering discipline. Must possess the knowledge, skills, and background necessary to understand and evaluate engineering designs and specifications from other engineering disciplines in order to understand and incorporate necessary information into, and pull reports from the GIS system. Develops/reviews alternatives to meet GIS system requirements. Researches technical literature, and visits other activities to discuss organizations' GIS needs. Coordinates with other GIS specialists to identify possible technical approaches in GIS systems. Performs in depth analyses of various approaches, including consideration of technical matters (e.g., network interfaces, multilevel security, data speeds, means of data interchanging, display techniques), costs, compatibility with existing telecommunications networks and business, administrative, engineering, and scientific management of GIS systems, implementation requirements and delivery schedules, risks involved in using newly developed technologies and overall security implications. Works closely with the USAG's intelligence office with respect to furnishing and documenting the disbursement of GIS data. Discusses alternatives and provides assistance to other technical specialists to ensure that all points are considered and that the information base is as complete as possible. Prepares comprehensive reports of alternatives fully describing the pros and cons of each. Briefs management officials up to and including MACOM level on the alternatives available so that the best alternatives can be selected and evaluated. Coordinates and develops computer application software, routines, and macros to aid in data collection, editing, manipulation and generating of interim and final digital and GIS Products. Implements alternatives considering the needs, plans and goals of US Army Garrison (USAG) and the overall GIS Architecture. Performance of the evaluation requires a practical understanding of information management life cycle methodologies, data processing requirements and analytical procedures to ensure that all business, administrative, engineering and scientific information issues are fully considered. Uses a variety of techniques to evaluate the performance, cost and long term potential of each alternative. Proposes a course of action that provides the greatest benefit for supported organizations as a whole and prepares a comprehensive implementation plan and decision briefing. Originates and oversees sustainment plan to ensure that all infrastructure changes or additions are guaranteed accurate. Oversees the installation and protection of survey monument control for the acquisition of information system data. Directs and/or coordinates preparation of specifications for assigned systems. Monitors efforts of other organizations and/or participates as a team leader or member of ad hoc teams (4-6 technical and functional specialists) in specification preparation to ensure achievement of management objectives and technical requirements. Supports efforts of other staff members having budgeting responsibilities. Coordinates with other activities on the installation concerning the upgrade and/or modernization of GIS systems. Is the contracting officer's representative to ensure effective implementation of contracting. Serves as property book officer to ensure proper accountability of computer hardware/software and related electronic devices. Advises management on the status of significant operational and maintenance problems, recommends and implements or directs corrective actions. Represents the Directorate and other Garrison activities at high level (MACOM or DA) meetings and conferences and makes presentations in support of GIS data management and automation programs. The incumbent may be requested, on numerous occasions, to participate on tri-service and DA level teams to provide insight and technical expertise in solving complex issues concerning the development and implementation of GIS systems throughout the DoD. Directs and oversees all GIS training requirements and programs and all internal GIS automation. Provides advice and assistance to higher echelons on the solution of major GIS management policies/programs. Coordinates the development of the GIS Implementation Plan and its updates. Serves as the focal point for the dissemination of GIS data for the DPW to other activities and their respective contractors. Performs professional engineering duties within the office of the DPW. Works individually or as a team member to coordinate the planning, design, cost engineering, construction, and environmental restoration, etc. for assigned engineering projects. Assignments are complicated by responsibility for projects in different locations or under the control of different managers. Incumbent must be cognizant of host nation interests, compliance with numerous US and host nation regulatory and procedural restrictions and jurisdictions. May serves as a technical manager on design and engineering projects for a variety of facilities and systems. Assignments include design studies and/or planning and design projects for new construction or modifications to existing facilities and systems. Assists in the development and submittal to higher headquarters all documentation, funds requests and justifications, environmental impact statements and, as required, Scope of Work needed to support the proposed project. Reviews and approves projects to ensure the project meets all technical requirements from the GIS standpoint. Serves as expert on computer aided design and drafting system integration with GIS. Coordinates the requirement of in house architects and engineers for development of designs and specifications using the CADD technology. Performs other duties as assigned.
