Role Purpose

The Social Compliance Advisor will support the implementation and monitoring of ethical labour standards and social compliance requirements on a major construction project in Germany. Working closely with site teams, subcontractors, and central compliance functions, the role ensures adherence to local labour legislation, client requirements, and TSL's ethical policies, including modern slavery prevention and responsible supply chain management.


Key Responsibilities

Workforce Compliance & Labour Standards

* Lead the implementation and ongoing management of project workforce compliance processes.
* Ensure compliance with applicable German labour legislation, posted worker requirements, social security obligations, and workforce documentation requirements.
* Monitor compliance with company policies relating to ethical employment practices, labour standards, worker welfare, and responsible recruitment.
* Support the development and maintenance of workforce compliance procedures, registers, and project controls.
* Conduct workforce compliance reviews, audits, and verification activities across both direct and subcontracted labour.
* Maintain accurate workforce compliance records and reporting systems to demonstrate legal and contractual compliance.

Immigration, Mobility & Regulatory Compliance

* Coordinate workforce mobility compliance for EU and non-EU personnel working on the project.
* Liaise with legal advisors, immigration specialists, and relevant authorities regarding work permits, residency requirements, visas, and workforce registrations.
* Monitor permit validity, registration requirements, and workforce eligibility to work.
* Support project teams and subcontractors in understanding and meeting applicable immigration and mobility requirements.
* Maintain compliance tracking systems to ensure ongoing legal compliance throughout the project lifecycle.

Supply Chain Compliance

* Act as the primary compliance point of contact for subcontractors and labour suppliers on site.
* Review workforce compliance submissions and supporting documentation from subcontractors.
* Monitor subcontractor compliance against contractual, legal, and client requirements.
* Support corrective action processes where non-conformities or compliance risks are identified.
* Promote best practice standards throughout the supply chain and assist suppliers in achieving compliance expectations.

Audits, Inspections & Assurance

* Coordinate internal workforce compliance audits and site verification activities.
* Support external client audits, authority inspections, and independent compliance assessments.
* Prepare compliance reports, dashboards, and project updates for senior management.
* Identify compliance risks and support the implementation of mitigation measures.
* Assist with the development of continuous improvement initiatives across workforce compliance activities.

Stakeholder Engagement

* Work closely with Project Directors, Construction Teams, Commercial Teams, Site Management, and Project Administration functions.
* Provide practical guidance and support on workforce compliance matters to project teams and subcontractors.
* Build effective working relationships with external advisors, auditors, labour providers, and regulatory authorities.
* Promote a positive compliance culture across the project through communication, training, and engagement activities.


Skills and Experience Required

Essential

* Proven experience within compliance, e.g. social compliance, labour compliance, worker welfare, or a related compliance discipline.
* Strong understanding of workforce compliance requirements.
* Strong organisational skills with the ability to manage multiple priorities in a fast-paced project environment.
* Excellent communication and stakeholder management skills.
* High level of integrity, professionalism, and attention to detail.
* Well-organised, detail-oriented, and comfortable working in a site-based project environment.


Desirable

* Experience working on data centre, infrastructure, energy, pharmaceutical, or major construction projects.
* Knowledge of German labour legislation, workforce compliance requirements, or European labour mobility frameworks.
* Experience supporting workforce audits, labour inspections, or client compliance programmes.
* Familiarity with responsible business practices, modern slavery prevention, worker welfare, and ethical recruitment principles.
* Experience working with multinational and multicultural workforces across Europe.
