You’ll work closely with both local project teams and UK-based SHEQ specialists, helping to embed a safety-first culture across all operations.
This is a key leadership role within the business, with the opportunity to shape how Health, Safety & Environment is managed across JSM’s European projects.
SCOPE OF ROLE
As HSE Manager, you will act as the national lead for Health, Safety & Environment across JSM Utility Services (EU) GmbH.
You’ll be responsible for developing and implementing the HSE Management System, ensuring compliance with German legislation, client standards, and JSM requirements across both civil and HV electrical works.
This is a hands-on, site-based leadership role, covering both pre-construction and delivery phases — requiring strong technical knowledge, stakeholder influence, and the ability to drive behavioural change on live projects.
HOW YOU`LL SUCCEED
HSE Leadership & Governance
* Act as the primary point of contact for all HSE matters in Germany
* Lead development and implementation of the HSE Management System
* Ensure compliance with German legislation, ISO standards and client requirements
* Drive ISO 14001 and 45001 compliance, supporting wider certifications
Pre-Construction & Planning
* Review subcontractor PQQs and tender submissions from an HSE perspective
* Support design teams to embed safety into construction planning
* Prepare and communicate pre-construction HSE documentation and site inductions
* Ensure alignment between JSM and subcontractor HSE systems
⚙️ Project Delivery & Assurance
* Lead HSE implementation across live projects
* Manage project documentation, including:
o Risk assessments
o Method statements
o Risk registers
o Emergency plans
* Investigate incidents and ensure root cause analysis and corrective actions
* Ensure compliance with statutory and client reporting requirements
WHAT IT TAKES
✅ Essential Experience
* Minimum 5 years’ experience in HSE roles within construction, utilities, power or data centre environments
* Strong knowledge of German HSE legislation and standards
* Experience managing HSE on live construction or infrastructure projects
* Proven experience implementing and managing HSE systems
* Experience in influencing stakeholders and driving behavioural change
Qualifications
* Degree in HSE, Engineering or a related discipline
* Relevant professional HSE qualification (e.g. NEBOSH or equivalent)
Language
* Fluent German and English (written and spoken)
