Duties Description As a Labor Services Representative, you would assist customers and provide a broad range of services to jobseekers and employers both on an individual basis and through group presentations. You would interview customers to evaluate the nature of services desired, obtaining a complete work history including job experience, education, skills, salary ranges and job preferences. You would identify barriers to employment and develop solutions to these barriers. Intensive job placement assistance is key through developing skills-based resume, successful employment interview coaching, providing continuing job leads, conducting employment referrals and advocating for the job seeker when applying for a job. You would provide information on resources available through the Department of Labor.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

Labor Services Representative Trainee 1 (Spanish Language):

Four years of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.

*An associate degree may substitute for two years of experience; *a bachelor’s degree may substitute for four years of experience; *a master’s degree may substitute for five years of experience; and *a doctorate may substitute for six years of experience.

Labor Services Representative Trainee 2 (Spanish Language):

Five years of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.

Six years of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions and other interested parties; examining unemployment insurance (UI) claims issues and making determinations to resolve complex or unusual problems related to eligibility for UI benefits; working for businesses that provide third party administration to assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience and professional interests to available employment opportunities; assisting employers in complying with mandatory unemployment insurance registration, reporting and contribution requirements; or representing employers in presenting cases for unemployment insurance appeal hearings.

*An associate degree may substitute for two years of experience; *a bachelor’s degree may substitute for four years of experience; *a master’s degree may substitute for five years of experience; and *a doctorate may substitute for six years of experience.

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the. Department of Education/. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. OR:

Labor Services Representative Trainee 1 (Spanish Language): DOL EMPLOYEES ONLY: You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive, non-competitive, labor class, or 55b/c service in a title allocated to a Grade 9 or higher.

Note: To be considered for appointment you will be required to pass a Civil Service language exam to demonstrate proficiency in speaking, writing, and reading the Spanish language at a level that will ensure your ability to perform the duties of the position.

It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Competitive Minimum Qualifications:

As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.

55 B/C Qualifications:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.

Reassignment Qualifications: (DOL EMPLOYEES ONLY)
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Labor Services Representative/Trainee 1/2 (Spanish Language). If you have less than one year, you must be reachable on the current Labor Services Representative/Trainee 1/2 (Spanish Language) eligible list for this location, if one exists.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 14 or higher determined to be similar by Civil Service.

70.4 Transfer Qualifications:
One year of permanent or contingent-permanent service as a Grade 11 or higher and a passing score on Labor Services Representative/Trainee 1/2 (Spanish Language) Note: Candidates must not have failed the most recent examination for this title.
