Hauptaufgaben
Serves as a Management Analyst with responsibility for performing the full range of management analysis. These duties include conducting comprehensive studies of work/management systems and a variety of management projects with objectives to improve these systems, programs and projects through increased economy and efficiency of operation, and establish requirements determine manpower requirements through the use of system techniques. Incumbent is responsible for analysis of financial systems for manpower utilization in terms of salary dollars. Incumbent is also responsible for accounting for all spaces allocated to the assigned installation and its subordinate units; document and distribute manpower resource guidance; maintaining the Table of Distributions Allowance (TDA) manning chart and assure organizations are properly aligned with stated mission and functions and higher headquarters staffing guides.
Performs manpower analyst functions for assigned garrison organizations. Accounts for all civilian and military spaces allocated to assigned organizations per TDA documentation. Conducts independent cost and economic analysis of current or projected systems, programs and projects, including life cycle cost analysis. Documents and distributes manpower resource guidance. Assures that organizations are properly aligned with stated mission and functions and higher headquarters staffing guides. Performs quantitative analysis using a variety of generally accepted statistical techniques. Prepares and gives related briefings, special studies and other reviews. Develops plans and procedures affecting control and distribution of personnel spaces by budget programs, projects and organizations. As new issues arise, incumbent is responsible for acquiring any new information necessary for analyses, arranging possible options, and analyzing the advantages or disadvantages of each, as well as assessing potential effects on current or projected operations. Maintains audit trails of changes in manpower authorizations and requirements.
Analyzes complex planning, programming and budgeting policies, procedures, issues and guidance to determine impact on assigned programs. Reviews, analyzes, validates, and processes unit authorization documents. Program planning involves a five programs-year span, where forecasting and planning is governed by such criteria as technology, inflation, and political/military developments and tendencies. Receives, analyzes, breaks down and recommends distribution of military and civilian space allocations. Develops and coordinates objectives, plans and procedures to effectively aid in the allocation and management of command resources. Reviews, evaluates, analyzes, and prepares manpower portion of resource management documents, e.g., Unit Transfer Requests; Management of Change (MOC) Window; and current and out-year budget documents/submissions. Responsible for coordinating the planning and programming processes to develop input to the Program Objective Memorandum (POM), to include formulation, presentation and review.
Conducts organizational studies to enhance productivity of interrelated organizational elements, functional areas, or activities. Analyzes the mission and functions of organizations, functional areas, or activities. Through a review of statistical and narrative data, validates approval documents and recommends the distribution and transfer of manpower space allocations among activities. Reviews, analyzes and documents process to assure the existence of sufficient historical data, records and audit trails. Assures coordination with higher headquarters in accordance with applicable regulations and policies. Identifies those areas of questionable validity and correlates the missions, functions and activities with the overall needs of the command. Prepares approval/disapproval correspondence for the RM, detailing reasons for recommendations and provides supporting rationale and guidance as necessary.
Identifies the need for changes in the organization and procedures, and develops plans and methodologies for reorganization as required to improve operations. Investigates and evaluates factors affecting performance of the workforce to include materials, equipment and integrated systems. Applies management science and position management principles in the organization evaluation.
Reviews and analyzes human resource utilization. Evaluates and determines the effectiveness of the workforce in accomplishing the required missions, functions and tasks. Identifies and analyzes conditions and factors which lead to adverse working conditions, morale and safety, personal fatigue, and work that inhibits productivity.
Evaluates short, mid and long range planning, and current and contingency requirements of the organization and mission. Assesses validity of missions, planning and capabilities. Investigates and evaluates new or improved business or management practices for most effective and efficient use of resources and accomplishment of missions.
Uses a thorough knowledge of advanced work measurement methods and techniques; current management engineering techniques and practices to include, but not limited to, statistical analysis, linear programming, queuing theory, human relations/behavioral science, aspects of management, and organizational theory and practices; and the ability to apply and modify these techniques in order to develop innovated approaches for utilizing these techniques in the development of labor, budget and manpower staffing standards.
Produce reports and keep track of statistical data and other records used in the performance of assigned duties. Maintains database of TDA requirements. Furnishes necessary information for the Management of Change (MOC) Window TDA updates. Evaluates, Civilian Manpower Obligation Data (CMOD) to ensure that required manpower data are reported and that any illogical CMOD data relationships are investigated. The analysis includes checking for negative obligations or payroll costs in current year appropriations, negative end strength or work months in current year appropriations, material amounts of obligations with zero or inordinately small end strength and/or work figures, zero obligations with positive end strength and/or work months, and work month figures for part time/intermittent employees that exceed what an equal number of FTP employees could have produced in the same time period. Notes discrepancies are investigated for resolution.

E&T Level III A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und Handelskammer) examination, or similar occupation; PLUS 5 years of job related experience as defined below.
E&T Level III B and C: 5 years of job related experience as defined below.
E&T Level IV A: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen, or training as Personalfachkaufmann/frau with successful IHK (Industrie- und
Handelskammer) examination, or similar occupation; PLUS 4 years of job related experience as defined below.
E&T Level IV D: 4 years of job related experience as defined below.
E&T Level IV B and C: are not creditable for positions in this occupational series.
E&T Level V: University or equivalent graduation with major study in a related academic field e.g., Wirtschaftswissenschaft, Betriebswirtschaft, or other related academic field; PLUS 3 years of job related experience as defined below.
Internal placements: As an exception current employees in the same or similar occupational series who have served one year in their current position, are qualified for the next higher grade level.
Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments. The experience must demonstrate knowledge of the organization, function, and operations of the activity, higher commands, and their relationship to other activities; and knowledge of and skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning management processes, budgetary policies, precedent setting decisions, etc. The knowledge must demonstrate possession of specific skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
Training: Selectee must complete mandatory training, as directed.
German driver's license class B desired.
Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.
