Hauptaufgaben

Develops and formulates a segment of the 7ATC annual Command Operating Budget (COB). Reviews, edits, and consolidates annual and/or multi-year budget for assigned organizations and programs into a consolidated budget request for the Chief, Program & Budget. Researches, compiles and summarizes funding data concerning personnel, transportation, supply, equipment and travel expenses align to line item information required for formulating of the budget. Assist the Chief, Program & Budget in budget development, budget execution, mid-year revision, account validation and forecasted program requirements. Responsible for monitoring the program execution of multiple accounts within the Command. To include analyzing current and previous years obligations, accruals, and disbursements. Analyses and reconciles unliquidated obligations and negative unliquidated obligations. Selects and enters budgetary information on a wide variety of related forms, schedules, and reports to include maintenance of and acceptable financial systems. Performs an in-depth, rigorous analysis of budget execution. Constantly monitors use and rate of expenditures and obligations by different elements of expense, and the Army Management structure code for consistency with financial and program objectives and in compliance to guidance. Ensures that fund ceilings are not exceeded and that funding floors are met. Oversees the establishment and maintenance of financial ledgers for each account to control current and projected obligations to achieve programmed rates, to prevent an over obligation of funds, and to enable analysis of obligations and un obligated balances throughout budget execution. Based on Funding Annual Funding Program (AFP), distributes AFP to the applicable Element of Expenses (i.e. pay, supplies, TDY). Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with program officials and their budget representatives, review of written documents, and examination of accounting records. As necessary, keeps informal records of obligations and expenditures for assigned programs.. Evaluates the reimbursable program by account and different element of expense for their inclusion in the budget execution. Prepares a variety of reports covering the status of funds, expenses, and obligations, as required by USAREUR and other headquarters. Advises program managers and other interested parties on the status and availability of funds in different budget accounts and all aspects of the USAREUR and 7ATC budget processes that apply to their programs. Identifies potential unfunded requirements and prepares justifications for them. Consolidate statements justifying and supporting the unfunded requests of 7ATC training program managers for submission to higher headquarters. Devises and recommends the adoption of procedures to implement budgetary processes, policies, and regulations issued by USAREUR or DA. Must be prepared to rapidly adjust budget programming due to the Resource Guidance Summary changes and assemble various budget reports and requests for information, data requests to Chief, Budget Branch. Performs training of customers and staff on all financial systems, and accounting procedures, trains Budget Representative on how to interpret, forecast requirements, and utilizes financial reports. Serves as liaison between program managers and their representatives, the budget division, and other staff offices connected with the budget process, e.g., personnel, accounting, payroll, and procurement.

E&T Levels I and II: not creditable for positions in this occupational series.
E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und
wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 2 years of job related experience as defined below.
E&T Level IIIB and IIIC: 2 years of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 1 year of job related experience as defined below.
E&T Level IVD: 1 year of job related experience as defined below.
E&T Level IV B and C: Not creditable for positions in this occupational series
E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; no additional experience required.

Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-5a or higher grade is creditable experience.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Training: Incumbent of the position must complete mandatory training as directed.

C-6a:

E&T Levels I and II: not creditable for positions in this occupational series.
E&T Levels III A: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 3 years of job related experience as defined below.
E&T Level IIIB and IIIC: 3 years of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Groß- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 2 years of job related experience as defined below.
E&T Level IVD: 2 years of job related experience as defined below.

• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:

Beschäftigungsbedingungen

• This is a temporary full-time position (38.5 hrs /week) until return of permanent incumbent, not to exceed 17 OCTOBER 2027.
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).

Position may be filled at the C-6, 6a or at the full performance level, C-07. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
