Job Details Bavaria, Germany - Grafenwoehr Lager, Germany Description Position Title: Contract Maintenance Manager (CMM) Area of Requirement: DHA Region–Europe MTFs, Bavaria, Germany (Vilseck/Grafenwohr, Hofenfels, Stuttgart, Katterbach/Ansbach) Scope of Position: As the prime contractor’s single point of authority for all Operations, Maintenance, Repair, and Facility Management support under this task order, the CMM directs daily O&M across multiple Bavaria MTF sites. The CMM holds full decision-making authority for work prioritization, emergency response (one-hour onsite), and contract compliance with TJC, NFPA, UFC, OSHA, EPA, and host-nation regulations. In this expanded role, the CMM also establishes cross-site standard operating procedures (SOPs), leads quarterly performance reviews, and integrates continuous improvement methodologies such as Lean and Kaizen into daily operations. The CMM mentors site-level maintenance leads, synthesizes lessons learned into contract amendments, and collaborates with DHA Region–Europe leadership to align local processes with broader DoD policies. Tasks and Capabilities Required: · Strategic O&M Leadership & Planning: o Develop and maintain the Facilities Operation & Maintenance Plan (FOMP) and all required submittals per Attachment 7.0; update annually or as-directed. o Design cross-site SOPs for preventive, predictive, and corrective maintenance workflows to ensure consistency among all Bavaria MTFs. o Prepare and present quarterly business reviews to DHA-FE and COR, including KPIs such as uptime percentages, response times, and cost variances. · Resource & Budget Management: o Generate detailed resource-loading charts; forecast labor, materials, and subcontractor needs 90 days in advance. o Monitor budget expenditures against baseline; propose and justify reprogramming when variances exceed 5%. o Negotiate annual service-level agreements (SLAs) with subcontractors to secure volume discounts and performance guarantees. · Emergency & Continuity Management: o Respond onsite within one hour for emergency or urgent service orders; coordinate with on-call teams and local emergency services. o Develop and exercise continuity-of-operations procedures for mission-critical systems (e.g., medical gas, HVAC, power) via biannual tabletop and field drills. o Oversee after-action reviews (AARs) following critical incidents; implement corrective-action plans to prevent recurrence. · Stakeholder Coordination & Communication: o Chair weekly coordination meetings with COR, FM, DHA-FE, host-nation facility authorities, and subcontractor leads to align scope, schedule, and budget. o Facilitate monthly stakeholder workshops to review trends in work performance, safety incidents, and quality metrics. o Act as liaison between local German authorities and DHA representatives for building code inquiries and permit applications. · Regulatory Compliance & Reporting: o Verify work conforms to TJC, NFPA, UFC, OSHA, EPA, and applicable German DIN standards; coordinate third-party inspections as required. o Deliver comprehensive monthly reports including earned-value analyses, risk-register updates, corrective-action statuses, and trending analyses. o Maintain an environmental compliance log; ensure hazardous waste disposal and recycling meet EU REACH and local regulations. Mandatory Experience and Certifications: · Minimum 3 years’ experience in business-occupancy medical facility O&M and 5 years’ in commercial building maintenance/renovation supervision. · Demonstrated ability to lead multi-site maintenance operations under DoD or DHA contracts. · Proficient in TJC, NFPA, UFC, OSHA, EPA, and German DIN codes and regulations. · English and German Language Proficiency Level III (read/write/speak). Preferred/Desired Certifications: · ASHE Certified Healthcare Facility Manager (CHFM). · DMLSS-FM System Administrator Certification. · Lean Six Sigma Green Belt.
