Health & Safety Manager – Data Centre Project (Frankfurt)

Reports to: Project Director / Head of HSE (Germany)
Role Purpose
The Health & Safety Manager is responsible for leading, developing, and implementing project-wide HSE strategies for large-scale data centre construction project in Frankfurt. The role ensures compliance with German legislation, EU regulations, client HSE requirements, and main-contractor safety management systems. The HSE Manager acts as the key site authority on safety, promoting a proactive safety culture across all phases of construction including civil, structural, MEP, commissioning, and handover.
Key Responsibilities
Leadership & Governance
* Develop and implement the Project Health & Safety Plan, Emergency Response Plan, and risk management strategies in line with German legislation requirements.
* Serve as the project’s primary HSE contact for the client, local authorities, subcontractors, and corporate HSE leadership.
* Lead incident investigations, root-cause analyses, and reporting processes, ensuring corrective actions are followed through.
Compliance & Standards
* Ensure Compliance with German Health and Safety standards
* EU Directives related to construction and worker protection
* ISO 45001 and company HSE management system
* Coordinate mandatory notifications and regulatory engagements (e.g., AT inspections, audits).
Risk Management
* Oversee and review risk assessments, method statements (RAMS), Safe Plans of Action, and task-specific risk controls for all contractors.
* Facilitate hazard identification, trend analysis, and proactive risk interventions to prevent incidents.
* Lead regular site safety walks, inspections, and audits.
Site Operations Support
* Manage the Permit-to-Work (PTW) system across civil, structural, mechanical, electrical, and commissioning activities.
* Coordinate Construction Design & Management (CDM-like) roles as required under Danish regulation (Client Advisor, Health & Safety Coordinator, etc.).
* Ensure control of high-risk operations, including:
* Lifting operations, Hot works, Confined spaces, Energised work / LOTO, Temporary works, Heavy plant & equipment, Work at height, Commissioning and integrated testing
Training & Culture Development
* Deliver toolbox talks, inductions, HSE awareness programs, and safety leadership training for supervisors.
* Foster a culture of safety ownership across all site teams and subcontractors.
* Independently influence management and workforce to adopt safe behaviours and practices.
Reporting
* Produce weekly and monthly HSE reports, KPI dashboards, and client H&S deliverables.
* Track and analyse leading and lagging indicators.
* Maintain accurate documentation including safety files, inspection records, and training logs.
Essential Qualifications & Experience
* Bachelor’s degree in Occupational Health & Safety, Engineering, Construction Management, or related field.
* NEBOSH Diploma or equivalent recognised international HSE qualification.
* Minimum 5–8 years’ HSE leadership experience with a Tier 1 or Tier 2 contractor.
* Proven track record managing HSE for large-scale data centres, industrial facilities, hyperscale tech projects, or complex MEP-heavy construction .
* Demonstrated experience working under German construction safety legislation (experience in German is strongly preferred).
* Strong knowledge of high-risk activities and PTW systems on complex industrial projects.
* Fluency in English (German language skills an advantage but not essential).
