Hauptaufgaben
Assists the Primary hand receipt holders in managing the property. Uses approved automated/web-based software to account and manage non-expendable property records. Maintains a detailed manual/automated property book of assets located in the Directorate. Supports directors and managers in properly accounting for assets and submits asset adjustment reports. Conducts physical inventories and insures that annual and special inventories are conducted by hand receipt holders. Provides guidance concerning responsibility/accountability procedures to all subordinate programs and facilities to ensure the appropriate DPW Supply and Property Program is healthy and capable of ensuring oversight of government property and equipment. Provides supervisors and hand receipt holders with discrepancy reports and gives instructions on proper documentation for lost or missing property. Screens all requisitions against authorization publications and reviews DOD, GSA and other federal agencies for available excess items. Coordinates payments to GSA, prime vendor, and local vendors by Government Purchase Card. Tracks transaction through report period to ensure the accuracy of transactions. Processes receiving reports and reconciles Master Assets Listing with Defense Finance and Accounting Office. Supports the Primary Hand-Receipt holders in resolving problems pertaining to requests for equipment, property accountability and documentation, reports of survey, transfers of equipment, or other supply related matters. Provides training and guidance to supply personnel and other elements of the organization, and inventory management through written directives, on-site meetings, on-the-job training, inspections and staff assistance visits. Receives stores and/or reissues expendable and non-expendable supplies and equipment in the Storage Facilities and maintains full accountability. Maintains files of accountability documents, purchase orders and material status reports.
Provides recommendations for development of directions and guidance for the management and improvement of logistical services rendered by maintaining constant overall surveillance of system, techniques, methods and procedures implemented to guarantee the most efficient use of present facilities. Interprets directives for adaptation of specific operating situations. Confers with representatives of higher headquarters, suggesting and receiving information on solutions to problems. Coordinates with subordinate activities to check efficiency and accountability to ensure proper utilization/control of all property. Renders advice and DA guidance to staff supervisors on property accountability implications inherent to long- and short-range organizational plans necessitated through relocating of elements, increase in production, assumption of new missions, transfers of property, etc. Provides guidance to subordinate elements on the policies and procedures for property accountability, handling of excess equipment, integrated logistics support, and maintenance of equipment. Processes Reports of Survey (ROS) for the appropriate USAG Bavaria, DPW Branch's property that is destroyed, lost, damaged, by means other than fair wear or tear. Takes appropriate action in accordance with pertinent regulations and policies. Examines and reviews ROS documentation for accuracy and sufficiency and provides guidance on the necessity of further investigation when required.

C-6:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Office automation skills are required.
• Applicants must be in possession of a German driver's license class B.
• German driver's license class B desired.
LANGUAGE PROFICIENCY LEVEL:
English AND German Language Proficiency level C1 required.
