Hauptaufgaben The position serves as a Management and Program Analyst responsible for analyzing, evaluating, and improving project and program management processes through the application of the Project Program Management Information System (P2) and related enterprise tools. The incumbent applies advanced analytical and evaluative methods to assess data integrity, system performance, and organizational effectiveness. The work involves developing and implementing analytical models, conducting trend and variance analyses, integrating data from P2, Corps of Engineers Financial Management System (CEFMS), Resident Management System (RMS), and advising management on process improvements that enhance efficiency, accuracy, and compliance with the Project Management Business Process (PMBP). The incumbent functions as a subject matter expert, providing technical advice and data-driven insight to management officials across multiple divisions. 1.Enterprise System & Business Process Analysis, Integration, and Data Governance: Serves as the District's principal analytical specialist for the P2 and its integration with CEFMS, RMS, CEMRS and related enterprise systems. Independently analyzes and evaluates system structures, data flows, and project/program management processes to identify systemic inefficiencies, gaps, and risks to data integrity. Designs and recommends improved analytical methods, workflows, WBS standards, and control mechanisms to optimize schedule, cost, and resource management in accordance with the Project Management Business Process (PMBP). Leads district-wide data quality management, including the development and application of validation rules, key performance indicators, and corrective and preventive measures. Acts as technical authority for data governance and integration standards, and advises senior management, program and project managers on the impact of analytical findings and required process adjustments. Work products and recommendations directly influence organizational effectiveness, resource decisions, and compliance with higher headquarters requirements. 2. Training, User Guidance, and Capability Development: Plans, develops, and conducts training for professional, technical, and administrative staff on the effective and compliant use of P2 and related systems. Prepares guidance, manuals, and job aids that emphasize correct data structures, standardized processes, and basic analytical understanding. Provides ongoing consultation to users, promotes consistent application of established standards, and supports the development of internal analytical capability across the district. 3. Analytical Reporting and Management Decision Support: Compiles and structures data from P2, CEFMS, RMS, CEMRS and enterprise reporting tools (e.g., EDW/Business Objects, Primavera) to prepare management reports, dashboards, and visualizations. Interprets trends, variances, and key indicators to support informed decision-making by senior leadership and program management. Prepares briefings and documentation that translate complex data into clear, actionable information. 4. Coordination, Policy Implementation, and Continuous Improvement Support: Performs related assignments in support of project and program management as required, consistent with the analytical nature of the position. This may include participation in working groups, coordination with higher headquarters on system/process changes, contributing to internal guidance documents, and supporting audits or reviews within the scope of assigned responsibilities. Creditable experience could have been gained within and outside the US Forces. Experience gained as a Management Assistant is qualifying job related experience. However, one year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy.
