Reporting to the Head of Government Relations DACH based in Berlin and working closely with the rest of theGR team in Europe and business leaders in Germany, you will work with a broad range of internal stakeholders.
You will play an important role in our DACH and international GR team by navigating complex regulatory landscapes in the areas of payments, financial services ,economic, e-commerce, and consumer policy.
- Identify emerging public policy risks, issues, and opportunities in Germany, analyze their business impact and offer remediations as appropriate.
- You will take ownership and lead on key issues in the payments, ecommerce, consumer protection and fintech space.
- Lead on the development of public policy positions and advocacy campaigns in Germany, aligned with the business strategy.
- The manager will lead the development of briefing documents, talking points, and background materials for advocacy engagements. You will also develop a corpus of GR position papers, briefings, consultations responses and other publications.
- The position will collaborate closely with local management and business units to assess relevant public policy impacts and opportunities and to assist in developing strategies to protect and advance the organization’s business interests.
- The manager will build and maintain relationships with key German federal and state government officials and their staff. You develop external engagement plans for Germany and manage their implementation, including the involvement of PayPal executives where relevant;
- The manager will represent PayPal at events and meetings with government officials and other external stakeholders (incl. trade associations and coalitions).
What you need to bring:
- Bachelor’s degree or equivalent academic qualification
- Strong understanding in government relations, institutional dynamics and public policy in Germany
- An ideal candidate should possess extensive policy experience and a strong understanding of financial services issues
- Candidates must be able to quickly analyze information and succinctly distill and explain complex policy issues to internal and external audiences.
- Exceptional written communication skills are required.
