Hauptaufgaben

Provides professional, well researched budgetary and financial system policy advice, information and recommendations to supervisor, coworkers, leadership and USAREUR-AF subordinate command staff. Establishes new and/or improved methodologies, procedures, processes, reports, special studies and/or other management initiatives to enhance command budgetary objectives, resource management and efficiency. Serves as the main integrator of financial automation systems and processes which support USAREUR-AF G8 PBD BMB execution year budgetary and financial controls and procedures. Reviews and evaluates effects of program and budget changes to financial databases and impact on work and activities funded through various OMA funding streams, to incl. Contingency Operations (CONOPS) and European Deterrence Initiative (EDI) funds, as well as a multitude of other appropriations (e.g. OMAR, RPA, MPA, FMF/FMS, NSIP, JCS, OPA, etc.) and EE&E limitation authorities (e.g. ORF, DICE). Reviews budget requirements and estimates, recommends funding level adjustments based on fact of life changes and/or budget plans, analyzes and reports obligation and expenditure performance metrics, validates allocations, and initiates funding balance adjustments as applicable. Develops, maintains and improves financial controls and automated budget products and databases to facilitate tracking, managing and controlling of USAREUR-AF's budget and execution in multiple appropriations, involving requirements, commitments, obligations, expenditures and supporting transactions, funding letter allocations, Command-wide prioritization of funds allocations, and reports designed to facilitate analysis of budgetary data and USAREUR-AF leadership decision making. Serves as point of interface and coordinator of resource management and financial policy issues. Reviews and analyzes various automated financial and non-financial data systems used by MSCs and staff offices that interface with Legacy and/or ERP financial systems to determine if correct, adequate information is transmitted, detect inconsistencies and initiate corrective action as required. Researches interface disconnects of USAREUR-AF financial systems and other systems and assists customers with associated problem resolution. Identifies potential financial system training deficiencies and requirements. Reviews and makes technical recommendations on changes to existing financial data collection systems, data base maintenance and development, transmission and processing systems, IT equipment requirements, and alterations in equipment configurations. Performs continuing review and analysis of systems, program development, changes in mission of supported activities, and new developments in information system technology in order to be responsive to the needs of the entire theater-wide resource management information network. Develops and provides management with real time budget reports from the computer-based budget program and the suite of financial system subprograms for standard data queries ( e.g. ODS, OLRV) as well as the US Army General Fund Enterprise Business System (GFEBS) and Global Combat Support System, Army (GCSS-A) to support projected funds and budget changes. Prepares reports and conducts analysis with USAREUR-AF unique financial management programs which incorporate GFEBS, GCSS-A, STANFINS, ITAAD, LN and US Pay Systems and funding transaction tracking data bases as well as other financial systems. Incumbent provides advice on all systemic aspects of the budget execution and development process to assigned account managers. Formulates, reviews, and adjusts annual budget databases for USAREUR-AF accounts; oversees, populates, reviews USAREUR-AF OMA and other appropriation budget databases; conducts research and analysis of special problems, and maintains automated budget records and produces financial and execution status reports for all accounts and subaccounts and programs as required. Participates in the fund control and budget execution management processes for all USAREUR-AF accounts and appropriations. Provides budget system guidance and assistance to program managers to facilitate the automated formulation of budget requirements. Monitors execution and maintains budgetary databases for OMA and other appropriations. Analyzes, processes and presents short and long-range budget data to support Command programs and justify funding requirements. Provides USAREUR-AF policy and guidance on accounting structure and data elements included in managerial costing systems. Analyzes financial reports, logistics documentation and other automated products and systems to insure validity of financial data and funding. Coordinates findings and recommendations with supervisor, respective USAREUR-AF and/or subordinate commands, activities and agencies personnel, and/or higher headquarters. Partakes in USAREUR-AF approval of financial system changes and in the consolidation of USAREUR-AF submission of changes to HQDA. Conducts research and proposes actions to resolve special financial system policy problems presented by USAREUR-AF staff offices, major commands, and/or activities. Participates in development and implementation of financial policy regarding new or improved objectives, policies, procedures, and methods to comply with requirements or revised directives from higher headquarters. Develops analysis tools to support e.g. reprogramming of resources to satisfy command requirements. Complies/ensures compliance with requirements of the Government Performance Review Act (GPRA), Chief Financial Officers Act (FOA) and the Defense Appropriations Bill requiring accountability at the three digit Sub-Activity Group (SAG) level on Fund Authorization Documents (FAD) in the Program Budget Accounting System (PBAS) and, the US Army General Fund Enterprise Business System (GFEBS).

Performs other duties as assigned.

E&T Level IIIB and IIIC: 2 years of job related experience as defined below.
E&T Level IVA: Completed apprenticeship in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau im Gross- und Einzelhandel, oder in Steuer- und wirtschaftsberatenden Berufen, in Rechtsanwaltskanzleien oder Banken, or similar occupation; PLUS 1 year of job related experience as defined below.
E&T Level IVD: 1 year of job related experience as defined below.
E&T Level IV B and C: Not creditable for positions in this occupational series
E&T Level V: Completed study in an academic field related to the position, e.g., Wirtschafts-, Finanzwissenschaft, Betriebs-, Volkswirtschaft, or other area that relates to the position; no additional experience required.

Job Related Experience: Experience that provided knowledge in budget formulation, consolidating budget estimates, adjusting data on related forms and schedules, identifying, categorizing, and analyzing data in order to relate the changes in funding levels to equipment purchases, personnel staffing levels, travel, maintenance, etc. Experience as an Accounting or Budget Technician/Assistant with the US Forces at the C-5a or higher grade is creditable experience.

Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.

Training: Incumbent of the position must complete mandatory training as directed.

C-6a:

* The incumbent of this position is required to perform Temprary Duty Travel (TDY) occasionally.
