Personalsachbearbeiter Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. Hauptaufgaben As an Human Resources Specialist working in a CPAC exercises knowledge and skill in applying HR methods, principles and evaluative methods sufficient to advise on and/or resolve moderately complex problems which are typically precedented in nature. Utilizes a wide range of HR practices, regulations, and precedents sufficient to: provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices; use analytical methods to identify, evaluate, and recommend to management appropriate HR solutions; use standard operating practices or modified HR work procedures for delivering effective HR services to Army and non-Army customers; and provide written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of CHRA findings and recommendations. Provides staffing advisory services for US and Local National (LN) program based on the serviced Command's local, regional, or national staffing priorities and takes proactive measures to anticipate the Director's/Commanders' needs by pre-positioning work products in expectation of new projects and programs. Advises management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Assists in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Reviews past recruitment practices and local labor market conditions to advise on future staffing strategies. Advises management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives. Processes and/or instructs CHRA-serviced customers on preparation and submission of personnel actions. Screens requests for personnel action and related documents for completeness and accuracy, obtaining additional information as necessary. Ensures priority consideration programs are appropriately utilized. Verifies employment eligibility, qualifications, salary determinations and sets pay. Answers employment inquiries. Counsels and registers employees in the Priority Placement Program. Verifies an employee's eligibility for employment and ordinary resident status. Provides advisory services to management and employees on overseas employment programs, entitlements and benefits and counsels individuals regarding all benefits associated with working for the Federal government. Incumbent may also be required to counsel non-US citizen applicants, providing the applicant full Job Information assistance. Researches and analyzes system data quality, identifies and tracks trends, and develops recommended solutions to systemic problems. Develops and implements corrective actions, and monitors progress of correction, requiring involvement of other functional specialists. Develops workarounds, and reports systemic problems to management, making recommendations on corrective action. Works system generated or user initiated quality control/work tickets. Performs testing of enhancements and fixes to HR tools, systems, and applications; validates test plans, identifies errors, inconsistencies, and system deficiencies, and documents anomalies through prescribed methods. Interprets HR requirements and changes as they impact, or are impacted by HR administration policies and procedures, and recommends appropriate action to levels of the HR community. Plans, develops, conducts, data review of personnel in all HR systems and applications (e.g. DCPDS, Business Objects, Army PORTAL, etc.). Performs other duties as assigned. E&T Level IV D: 1 year of job related experience as defined below. E&T Level IV B and C: are not creditable for positions in this occupational series. E&T Level V: University or equivalent graduation with major study in a related academic field e.g.,Sozialwissenschaft, Wirtschaftswissenschaft, Volkswissenschaft, Jurist, etc. No additional experience required. Job related experience: Experience that provided knowledge of human resources principles, practices and procedures in any existing area of specialization or in any combination thereof. The applicant must demonstrate possession of specific knowledge, skills and abilities in the areas of specialization of the vacancy. Creditable experience could have been gained within and outside the US Forces. One year of creditable experience must be at a level of difficulty that compares to the next lower grade of the vacancy and must be in the same or directly related area of specialization that is required in the position to be filled. E&T Level IVB and C: 2 years of Job Related Assistant Experience as defined below. E&T Level V (unrelated studies): 1 year of Job Related Assistant Experience as defined below Job Related Assistant Experience is any work experience as an assistant providing support to a Human Resources Specialist in any functional area in the Civilian Human Resources business. At least one year of creditable experience must be in the same or directly related area of specialization that is required in the 201 position. Training: Selectee must complete mandatory training, as directed. Current employees in the 201 occupational series may be placed at the same or lower grade into any other functional specialties up to and including the C-7 grade level. Current HR assistants in the 0203 occupational series may be placed at either the C-5a (lowest) or C-6 (highest) grade into positions in the 0201 occupational series. Current employees in a related occupation, e.g., 0560 Budget, 0343 Management and Program Analysts, etc., may be placed at the same or lower grade into any functional specialty in the 201 occupational series up to and including the C-6a grade level. For promotions within or into the 201 occupational series, new qualification standards stated herein must be met. The incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor. • Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.
