INGENIEUR/IN (LIEGENSCHAFTSMANAGEMENT) Kaiserslautern, Germany Ausschreibungsbereich WHO MAY APPLY? Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as Facility Operations Specialist and Subject Matter-Expert (SME) responsible for managing the Theater Logistics Support Center Europe & Africa (TLSC-E/A) facilities program. The position incumbent is responsible for the real property, such as buildings, roads, machinery/equipment of the TLSC-E/A in geographically dispersed locations in Germany, and Italy. In this capacity, serves as the technical advisor to the TLSC-E/A principal staff and the General Manager for all facilities program related topics. Recommends and applies effective principles of management for developing, maintaining and improving existing and new engineering and infrastructure projects and initiatives for the entire TLSC-E/A infrastructure, consisting of more than 800 diverse structures to include but not limited to: bunkers, maintenance shops, storage buildings and warehouses, motor pools, rail loading sites, office buildings. Applies applicable Host Nation legislation in Germany and Italy. Conducts site visits to assess facility and industrial equipment conditions, identifying structural integrity deficiencies and determine sustainment, maintenance, restoration, and modernization needs. Applies integrated knowledge of multiple engineering disciplines—including electrical, mechanical, civil, environmental, industrial, and military engineering—to evaluate issues and develop appropriate solutions. Determines the most effective execution methods and initiates the actions required to implement corrective or improvement measures. Conducts annual on-site visits to establish and maintain an Installation Status Report Infrastructure (ISR-I). Coordinates the ISR-I with Garrison Command to determine future planning. Analyses conditions of premises, bunkers, infrastructure, future operational requirements and Host Nation laws. Prepares detailed cost estimates for maintenance, modernization and new construction for all TLSC-E/As real property. Briefs the DPW Staff and Director on TLSC-E/A's construction requirements and coordinates TLSC-E/A's priorities for projected implementation through the Annual Work Plan (AWP) and Facility Investment Plan (FIP) up to the Garrison Commander, Logistics Manager (General Manager) TLSC-E/A and TLSC-E/A Unit Commanders. Oversees and manages all facility program related projects and coordinates with DPW as the TLSC-E/A Project Coordinator. Determines feasibility of upgrades or new construction. Conducts on-site surveys and inspections to evaluate effectiveness and status of construction. Identifies financial requirements for successful execution of TLSC-E/As facility program. Studies architectural and engineering construction and floor plans and presents details for planning of new construction, maintenance and repair of buildings to the TLSC-E/A Leadership and stakeholders. Applies engineering calculation principles to determine cost load, flow or capacity. As the technical expert, interprets architectural and engineering drawings to estimate materials, labor, and technical requirements to provide guidance, policy development and assistance on all facility matters for the subordinate organizational elements' Directors. Applies engineering judgement to evaluate infrastructure capacity against current and future mission requirements and advises managers on optimal use of site facilities. Oversees all in-house plant equipment modifications, repairs, and upgrades to infrastructure as well as major industrial equipment required for assigned missions. Applies engineering and architectural expertise to evaluate maintenance, repair, modernization, and improvement needs for TLSC E/A facilities. Applies various engineering and architectural disciplines to assess facility maintenance, repair, modernization, and improvement requirements for TLSC-E/A. Develops plans to ensure continued operational capability and compliance with evolving mission, regulatory, and legal standards. Evaluates workflow processes and adjusts procedures to optimize the use of infrastructure and major plant equipment. Advises on space alterations, internal moves, reconfigurations, and construction activities to ensure mission needs are met. Ensures all actions comply with facility, safety, utility, Host Nation regulatory requirements, and OSHA standards. Prepares initial project scopes, descriptions, and justifications when infrastructure cannot support mission requirements. Coordinates with the Garrison Directorate of Public Works on preventive maintenance schedules for major mechanical systems., including submission, coordination, and tracking of work orders and maintenance requests. Ensures accurate building and infrastructure data input into Army wide systems and recommends updates as needed. Maintains ongoing coordination with technical experts and stakeholders on all facility related matters. Represents the TLSC-E/A in project negotiations between the Corps of Engineers, the DPW, the German Construction Office/Host Nation Authorities, and individual Host Nation firms. Conferences take place to discuss planned projects such as utility systems, heating, ventilation emergency electrical and plumbing systems, depot roads and railways, loading ramps, and infrastructure upgrades/adjustments based on industrial equipment/machinery requirements. Discusses work accomplishment plans and specifications with construction agencies and advise on life safety measures to be implemented during construction process to ensure compliance with engineering codes and standards. Identifies facility deficiencies and potential hazards and recommends initiates corrective actions to eliminate, prevent and control such hazards. Travel to various locations within Germany and Italy may be required to assess sites. Performs other duties as assigned. E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position. • Applicants must be in possession of a German driver's license class B. • Applicants must be able to obtain and maintain a military driver's license. • Office automation skills are required.
