Position Title:
Benefit Programs Specialist I

Salary Range:
$52,853.00 (Minimum)
Salary is commensurate with job-related experience, particularly within a local department of social services (LDSS).

Position Overview

The Benefit Programs Specialist I is an entry-level position within the Benefit Programs occupational series. Employees in this role work under close supervision while receiving training to determine eligibility for a variety of social services assistance programs.

Upon successful completion of training and demonstration of competency, employees may advance to Benefit Programs Specialist II, the full-performance level. At this level, employees independently determine and re-determine eligibility for financial assistance programs such as Medicaid, SNAP, TANF, Childcare, Title IV-E, VIEW, and Energy Assistance, in accordance with federal, state, and local regulations.

Specialists exercise independent judgment in evaluating clients’ social and economic circumstances, seeking supervisory guidance only for complex or unusual cases.

Key Responsibilities

1. Conduct interviews to gather applicant information and determine eligibility for benefits.
2. Explain programs, client rights, responsibilities, and the purpose of assistance.
3. Process applications and re-certifications using both automated and manual systems.
4. Interpret and apply program policies and procedures.
5. Monitor and update cases based on changes in client circumstances.
6. Evaluate employability and identify potential sources of income.
7. Refer clients to service workers or community resources based on identified needs.
8. Prepare accurate reports and maintain client records in compliance with established guidelines.
9. Identify potential fraud and make appropriate referrals.
10. Provide clients with information about additional services, including employment, child support, and childcare.
11. Assist in determining allowances for special-circumstance items.

Required Knowledge, Skills, and Abilities

Knowledge of:

12. Eligibility criteria for social services assistance programs (e.g., Medicaid, SNAP, TANF).
13. Financial assistance programs and public service practices.
14. Economic conditions, basic human behavior, and interview and investigation techniques.
15. Applicable federal, state, and local laws and policies governing benefit programs.
16. Basic mathematical concepts, including percentages, formulas, and averages.

Skills in:

17. Operating a personal computer and using agency software systems efficiently.

Ability to:

18. Communicate clearly and professionally, both orally and in writing.
19. Conduct interviews; gather, analyze, and evaluate information; and assess client needs.
20. Perform accurate mathematical calculations.
21. Apply critical thinking and sound judgment to follow instructions and resolve problems.
22. Use automated systems to manage case data and access financial and legal information.
23. Maintain confidentiality and adhere to professional ethics.
24. Build and maintain positive, respectful relationships with clients, colleagues, and partner agencies, particularly in high-stress situations.

Minimum Qualifications

25. Education: High school diploma or GED.
26. Equivalent combinations of education, training, and experience may be considered if they demonstrate the required knowledge, skills, and abilities.
27. Experience: Relevant training and experience.

Although a finalist with direct experience or knowledge of Benefit Programs is preferred, this position will be filled at the Benefit Programs Specialist I level, as advertised.

Special Requirements

28. Must possess a valid Virginia driver’s license and maintain a driving record that meets agency standards.
29. Pre-employment background checks include: DMV driving record Central Registry and criminal history search Fingerprint check (State Police and FBI) Employment and education verification Additional checks as deemed necessary

Work Environment

30. This is primarily an in-office position; however, occasional telecommuting may be permitted or required at the discretion of the Agency Director.
31. In the event of an emergency or natural disaster, staff may be required to assist with emergency shelter operations.
