Position Title: Senior Construction Manager (Germany)
Location: Construction Site
Reports to: Construction Director (Ireland)
Supervises: Entire Construction Organisation within Germany
Key responsibilities:
* Direct construction project operations both in the Home Office (HO) and field within assigned responsibilities.
* Coordinate with the Manager of Construction Ireland to deliver effective construction services across the wider DPS Life Sciences Group.
* Management of Construction Proposals and input to Design/Procurement proposals within assigned responsibilities.
* Ensure that the Company's Health, Safety, Environmental and Quality policy is implemented on projects within assigned responsibilities and co-ordinate with regional Health and Safety Manager on continuous improvements.
* Participate in the development of procedures and techniques for Construction Management, Construction Safety, Project Controls and QA/QC.
* Participate in the development and roll-out of Lean Construction practices in conjunction with the Productivity and Performance Manager
* Participate in Corporate and outside industry committees and bodies as directed by the Operations Manager.
* Determine, with the Project Manager, the assignment of all construction and non-construction personnel to projects in a timely manner, ensuring relevant skills requirements and development needs are fully considered.
* Ensure that the overall Construction execution strategies and procedures are implemented across all projects in Germany and that they are regularly reviewed and updated.
Duties:
* Liaise with Project Managers to ensure those construction execution strategies are developed and implemented in line with Project Execution strategies.
* Direct, guide and co‑ordinate, Home Office Construction Leads and Resident Construction Managers in the discharging of their duties thus ensure effective construction execution.
* Ensure that Construction operations are carried out in accordance with the Company's Health, Safety and Environmental Policy.
* Ensure that assigned personnel, for whom responsible, undertake all specified activities, as required, to meet the needs of the Projects.
* Review, on an ongoing basis, the Construction Manpower Projection Plan
* Ensure that construction man-hour liquidations are managed effectively against budgets for all projects within assigned responsibilities.
* Ensure compliance with Company Procedures and Work Practices pertinent to Construction activities
* Carry out special assignments on the instruction of the Operations Manager.
* Participate in the selection and approval of all construction contractors appointed to undertake work for either the Company or on behalf of Clients.
* Ensure appropriate communication with Project Controls function occurs at all levels on all aspects of construction contracts.
* Liaise with regional Health and Safety Manager on all aspects of health, safety and environmental matter.
* Maintain an awareness and current knowledge of German Industrial Norms and regulations
* Lead the delivery of construction technical services including Constructability studies, Construction Engineering, Construction Systems and Construction Quality Control.
* Be fully familiarised with the contract requirements, DPS policies and procedures and ensure that those requirements relating to the site operations are implemented on behalf of and under the direction of the Project Manager.
* To ensure that the project achieves its objectives in respect of HSES, quality, cost and schedule
* Promote DPS by demonstrating professionalism and efficiency, establishing credible client and local contact working relationships
* Gather information about the site, client, local capability, culture, etc. by conducting surveys as necessary to ensure the critical issues are identified and that a strategy (the Construction Execution Plan) is developed, implemented and maintained to ensure project objectives are attained
* Establish the acceptance criteria and procedures to ensure an effective feedback system on all site needs e.g. IFC drawing requirements, engineering design, safety alerts, material requirements, material shortages / damages etc.
* Review and agree with the Manager of Construction in Ireland the required optimum site organisation and Manpower Projection Plan (MPP) by applying model organisation rulings with consideration given to the changing requirements throughout construction, prefabrication, pre-commissioning, start-up and commissioning phases and ensuring that team organisation contains relevant practical, technical experience and compatibility
* Ensure that the detailed interfaces between engineering and procurement deliverables fit a logical sequence that suits the commissioning and start-up requirements and other reasonable work as requested by the d by the Director of Operations, DPS Cork
* Participate in the development of Lean Construction within construction in conjunction with the Productivity Manager.
* Participate in the recruitment of appropriate construction resources.
Skills, Education & Experience
Degree Engineer and Qualified Experience as Construction Manager on pharma projects of €20m+
Site experience 10+ years
Must be native German speaker.
