This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben The positions is established at the District Works Council (DWC) of the HQ, 21st Theater Sustainment Command (TSC) to provide secretarial/clerical support to the Chairperson and members thereof. The DWC is the intermediate authority and serves as a legitimate representative of all Local National employees employed by organizations that belong to HQ, 21st TSC. Serves as secretary in the day-to-day operations of the District Works Council by performing general office administrative, clerical and office automation work. Based on a good working knowledge of the DWC responsibilities and legal requirements, such as, Tariff Agreement (CTA II), German Personnel Representation Law, Serious Handicapped Act, Social Code, Youth Protection Law and all other pertinent labor laws, ordinances, policies and regulations, the incumbent resolves problems associated with the administrative and clerical work of the office. Serves as the point-ofcontact and communication partner with internal and external activities and organizations, such as calling union(s) for questions pertaining to the Tariff Agreement and/or labor office for questions related to Social Code. Receives calls; greets visitors, determines nature of request, refers callers or visitors to DWC members, or personally provides routine, procedural and technical information, (i.e., leave provisions, compensations, loss of work hours, questions pertinent to the CTA II and personnel related issues, etc.). Refers to DWCs Chairperson only those contacts needing his attention or action. Personally responds to routine and non-technical inquiries for information such as status of reports, suspense date for matters requiring compliance, and similar information readily available from files. Places local and long distance calls for office of Chairperson and members. Maintains Chairperson's daily calendar, making appointments and arranging meetings and conferences. Schedules and provides administrative support for in/out-house conferences and meetings, usually in the local area with a moderate number of participants. Typically attends special functions, notes and follows up on staff commitments, or responds to immediate administrative support needs of attendees. Arranges for social and/or meeting requirements. Time, location and attendees are established according to specific guidance. Makes travel accommodations by securing transportation or tickets, reserving rooms, developing itineraries, etc. Notifies participants of topics, dates, locations and gathers associated background material. Prepares monthly, Safety Committee, Information Committee, Termination and Structuring Committees, District Youth Representative Committee, Handicapped Committee, and board meetings protocols. Compiles statistical data and information for committee meetings. Prepares and distributes agenda. Ensures that all required materials and services are provided. Attends committee meetings and conferences and take notes and/or minutes, prepares and distributes minutes, as required. Collects data and information from local works councils studies, bulletins, publications from German Federal Ministries and other authorities, institutions/organizations and the Internet in response to issues surfaced during meetings. Suspense and follow up on action items. Prepares and submits requisitions for office supplies, printing support, and related materials based upon personal assessment of office requirements, or as specifically requested. Follows through to ensure timely receipt of order. Tracks requisitions for timely completion. Drafts a variety of basic correspondence, reports, and other documents assuring correct grammar, spelling capitalization, punctuation, and appropriate format. Returns work needing correction to originator when necessary. Composes non-technical correspondence on topics such as office procedures, request for information, and letters of acknowledgement, commendations or notification. Correspondence also includes committee issues and correspondence to external activities. Types training requests, TDY travel and similar documents. Forwards forms to appropriate office and to requesting employees. Follows up to ensure completion of the administrative action. Organizes and maintains files and records, manuals, handbook, and other related materials. Files includes emergency and secret information and telephone numbers. Reads and reviews material to be filed, ensures document is complete before filing, assigns code based on document content, and files material based on that determination. Retrieves files based on knowledge of filing system. Maintains and purges files. Ensures files have all pertinent documents and signature. Maintains and accurately updates file system to enable quick and efficient retrieval of information. Performs other file disposition actions in accordance with established procedures. OFFICE AUTOMATION: Uses word processing software to input/edit correspondence; report which include a wide variety of technical terminology formats/prints (through use of automation printing equipment) to final form in accordance with regulatory requirements. Types such documents not ormatted to automation or database. Uses reference sources such as technical dictionaries, correspondence regulations and manual/automated spell checks to assure proper arrangements grammatical and spelling accuracy of the final copy. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. • Office automation skills required.
