WHO MAY APPLY:

INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany

and

EXTERNAL Local National Applicants, who reside in Germany.


Hauptaufgaben

Work assignments are provided by the supervisor who establishes priorities and provides guidance on procedures to be followed. The incumbent performs duties by applying established financial and administrative procedures associated with reimbursable program transactions. The employee works closely with experienced staff members during training and cross-training activities to develop familiarity with the processes associated with the position. Most assignments involve recurring tasks performed in accordance with established procedures. Completed work is reviewed by the supervisor or a senior team member for accuracy, completeness, and adherence to established procedures. Provides accounting technician support in the processing and maintenance of financial transactions associated with reimbursable program operations. The work involves reviewing financial documentation for completeness, validating inbound financial documentation including 7600B and MIPR requests, and processing vendor invoices associated with reimbursable program activities. Establishes and maintains financial transaction records within automated financial systems, including creating Work Breakdown Structure (WBS) elements and sales orders within the General Fund Enterprise Business System (GFEBS). Ensures financial information is entered accurately and in accordance with established procedures. Assists with reconciliation activities by reviewing transaction records, verifying billing information, and supporting cost transfer actions and reimbursable order closeout processes. Calculates usage costs based on system-generated billing information and assists in maintaining accurate financial records associated with reimbursable program operations. Provides customer service support related to billing and usage information associated with reimbursable program services. Responds to inquiries from customers regarding billing, payments, mobile usage, and device inventory information. Compiles usage data from automated systems and internal data tools and prepares usage reports and billing information for customers as required. Prepares administrative documentation related to billing actions, including Direct Charge Authorization documentation, and assists in coordinating billing activities between program offices and customers.
Provides records management support associated with reimbursable program operations. Assists with maintaining and organizing financial and administrative records and serves as a backup resource for records management activities. Maintains documentation and archives official records in accordance with established organizational procedures and records management requirements.

Performs other duties as assigned.

C-5:
E&T Level I: 2 years of general experience PLUS 1 year of job related experience as defined below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation, must have 2 years of creditable experience that included simple clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
E&T Level II: 1 year of general experience PLUS 1 year of job related experience as defined below.
E&T Level IIIA: The completed apprenticeship must have been in a commercial, business or administrative occupation, e.g., Industriekaufmann/frau, Kaufmann/frau im Gross und Einzelhandel, oder in steuer- und wirtschaftsberatenden Berufen, Rechtsanwaltkanzleien, Banken oder Arztpraxen or similar occupations; No additional experience required.
E&T Level IIIB, IIIC, IVA, IVD and V: No additional experience required.
E&T Level IVB and C: Not creditable for positions in this series.

General Experience: Includes simple clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Job Related Experience: Work experience that provided knowledge of procurement activities, supply depot operations, logistics operations, command and support activities, and basic administration. Creditable experience could have been gained in reconciling fund status reports and analyzing obligation practices. Total experience must demonstrate thorough familiarity with accounting methods, procedures and techniques sufficient to ensure proper treatment of reimbursement transactions and open customer funded supply/equipment obligations.


*Office automation skills required.
*Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.


LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level C1 AND German Language Proficiency level C1 required.
