1 INTRODUCTION
SHAPE and the Combined Force Space Component Command (CFSpCC) are jointly incorporating the Alliance Persistent Surveillance from Space Programme (APSS) into CFSpCC mission activities and NATO SBISR. This programme serves NATO and the nations and presents an opportunity to enhance and accelerate situational awareness and decision making through a dedicated programme for the access to shared space data and the integration of the data into NATO systems. Through pioneering the ability of the Alliance to harness space capabilities and deliver operational effect from the Space Domain, this proposal will deliver a step change in the Alliance’s ability to remain informed through access to Space data.
2 SCOPE OF WORK
Under the direction of the NCIA and CFSpCC SBISR, the incumbent will perform duties such as the following:
1. Function as a Point of Contact (POC) and Subject Matter Expert (SME) to answer or address all questions and/or CFSpCC support requests pertaining to the APSS programme, system software, and any other matters pertaining to APSS, to include those from auxiliary mission areas and organizations internal or external to CFSpCC, ISO of the overall NATO SBISR and CFSpCC mission;
2. Support CFSpCC’s Space-Based Intelligence, Surveillance, and Reconnaissance (SBISR) Collection Operations Management (COM) activities, to include auxiliary mission functions and collaborative efforts with other offices ISO of the overall CFSpCC and SBISR mission, by augmenting CFSpCC SBISR personnel in all mission areas, activities, efforts, discussions, and functions;
3. Manage the collection, retrieval, organization, storage, protection and disposal where necessary of CFSpCC SBISR and Joint ISR (JISR) data;
4. Provide knowledge and briefings upon request on CFSpCC, NATO SBISR, and APSS, to include auxiliary mission areas ISO of the overall SBISR and CFSpCC mission, to ensure information is disseminated in the most efficient and effective manner;
5. Request, manage, and maintain access to systems, databases, and all other information sources for CFSpCC SBISR personnel, to include those in other offices which support CFSpCC SBISR;
6. Provide functional administration of SBISR and auxiliary CFSpCC mission databases;
7. Perform Measures of Performance and Measures of Effectiveness for this programme with specific emphasis on CFSpCC, NATO SBISR, and APSS synchrony efforts, objectives, achievements, and milestones;
8. Recommend ways to optimize collection operations management through APSS or any other relevant source;
9. Collaborate with, and provide support as requested, to offices and/or organizations which directly or indirectly support the CFSpCC SBISR mission, to include CFSpCC Plans, Operations, and Training, with emphasis on, but not exclusively limited to, incorporating the APSS capability perspective;
10. Identify opportunities in CFSpCC and NATO SBISR COM activities for which APSS can provide unique solutions;
11. Analyse Space data and produce original products by using ArcGIS, System Tool Kit (STK), Iron Stallion, Space Battle Management System (SBMS) and Space Cockpit.
12. Other appropriate duties as directed by the SBISR Cell Head.
3 DELIVERBALES AND PAYMENT MILESTONES
All of the deliverables and the underlying work under this contract will be in English. Deliverables will be sent via e-mail or removable media.
Disclosure of any or all of the deliverables to another third party, besides NCI Agency, will require the prior agreement of NCI Agency.
The contractor will work using an iterative approach using multiple sprints. Payment milestones will be after each sprint completion.
The following deliverables are expected from this statement of work:
2025 BASE: 8th December 2025 to 31st December 2025
Deliverable: 1 sprint
Cost Ceiling: 12,000 EUR per sprint
Payment Milestones: Upon completion of each sprint and at the end of the work.
1) Produce sprint completion reports (format: e-mail update, see Section 4), which include details of activities performed.
2) Participate in meetings and boards on as-needed basis, or as requested by NCI Agency.
The NCIA team reserves the possibility to exercise a number of options, based on the same scrum deliverable timeframe and cost, at a later time, depending on the project priorities and requirements.
The payment shall be dependent upon successful acceptance of the sprint report and Delivery Acceptance Sheet (DAS) – (Annex C) including the EBA Receipt number.
Invoices shall be accompanied with a Delivery Acceptance Sheet (Annex C) signed by the Contractor and the project authority.
OPTION 1: 2026 BASE: 1st January 2026 to 31st December 2026
Deliverable: Up to 12 sprints
Payment Milestones: Upon completion of each sprint and at the end of the work.

OPTION 2: 2027 BASE: 1st January 2027 to 31st December 2027

4 COORDINATION AND REPORTING
The Contractor shall work on-site at AIRCOM HQ S32, Ramstein, Germany.
The Contractor shall participate in monthly status update meetings and other meetings, physically in the office, or in person via electronic means using Conference Call capabilities, according to service delivery manager’s instructions.
For each sprint to be considered as complete and payable, the contractor must report the outcome of his/her work during the sprint, first verbally during the retrospective meeting and then in writing within three (3) days after the sprint’s end date. A report in the format of a short email shall be sent to the nominated point of contact of the NCI Agency, mentioning briefly the work held and the development achievements during the sprint.
5 SCHEDULE
This task order will be active immediately after signing of the contract by both parties.
The 2025 BASE period of performance as soon as possible, but NLT 8th December 2025 to 31st December 2025.
If the 2026 option is exercised, the period of performance shall be 1st January 2026 to 31st December 2026.
If the 2027 option is exercised, the period of performance shall be 1st January 2027 to 31st December 2027.
If the 2028 option is exercised, the period of performance shall be 1st January 2028 to 31st December 2028.
6 SECURITY
The duties described in this SOW require a valid NATO SECRET security clearance prior to the start of the engagement.
7 CONSTRAINTS
All the documentation provided under this statement of work will be based on NCIA or CFSpCC templates and/or agreed with the CFSpCC service delivery POC.
All support, maintenance, documentation and required code will be stored under configuration management and/or in the provided CFSpCC tools.
8 PRACTICAL ARRANGEMENTS
The contractor is expected to work on-site at AIRCOM HQ S32 (Ramstein, Germany).
There may be a requirement to travel to other sites within NATO for completing these tasks. Travel expenses will be reimbursed to the individual directly (outside this contract) under NATO rules.
Travel arrangements will be the responsibility of the contractor and the expenses will be reimbursed in accordance with Article of AAS Framework Contract and within the limits of the NCIA Travel Directive.
Unless otherwise specified in the Task Order, travel costs associated with awarded Purchase/Task Orders will be processed by the Purchaser and reimbursed directly to AAS+ Framework Contractor personnel, in accordance with the Purchaser Internal Policy. Travel requirements vary by requirement and shall be communicated to personnel in accordance with Article Note that each AAS+ Framework Contractor is responsible for all liabilities during performance of Travel, and the AAS+ Framework Contractor indemnifies the Purchaser regarding these liabilities.
ONE contractor must accomplish this work but may be augmented by additional staff in the future. In the event the contractor leaves during the contract period, a new contractor who has the proven required qualifications and is evaluated qualified and suitable shall replace them. All normal CFSpCC and SHAPE Terms and Conditions apply.

13. Valid security clearance at minimum NATO SECRET level;
14. NATO and/or military experience desired;
15. Motivated, good communication skills, team player.
16. Strong listening and communication skills in English.
17. Knowledge of NATO responsibilities and organization;
18. Advanced research and analytical skills;
19. A minimum of 2 years of experience working with at least two of the following three areas is required: database administration; NATO intelligence/collection operations management processes. ArcGIS, System Tool Kit (STK), Iron Stallion, Space Battle Management System (SBMS), and Space Cockpit.
20. Experience across all three would be considered a strong asset.
10 REQUIRED QUALIFICATIONS
21. Nationally recognized/certified university qualification on information management or database administration.
22. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NATO, that is, at least 3 years extensive and progressive expertise in duties related to the function of the post;
23. Graduate of the NATO Intelligence Requirement Management and Collection Management Course, the NATO Intelligence Course, and preferably the IMINT Staff Course is desired;
24. Preview knowledge/experience of NATO SBISR and JISR systems, policy, and doctrine;
25. Experience in database administration, NATO CIS Systems, including but not limited to ArcGIS.
