Hauptaufgaben
Serves as program analyst responsible for providing professional support to other program analysts within the Business Operations and Integration Division as a member of the Work Management Branch. Analyst will have responsibility for various Work Management programs and sub programs. Coordinates/provides status and progress of work and makes adjustments in accordance with established priorities. Implements Business Operations and Integration Division (BOID) programs with minimal technical guidance. Provides support to management officials within the DPW in the form of analytical studies and reports relating to topics such as but not limited to project status internal control, information management, serve as POC for several Army and Non-Army units on project process. Responsible for providing management analysis services to the DPW organization, serve as the BOID point of contact for other units. Proficient in GFEBS and cProjects and uses to both initiate, track, manage, and approve DPW and customer projects and priorities. Interfaces regularly with DPW and customer points of contact and assists with the processing of 4283 forms submitted by customers. Initiates 4283 forms on behalf of DPW when required. Works with DPW and customers to ensure 4283 forms are filled out completely and properly, and notifies customers of project status. Releases projects (L1) in GFEBS and cProjects to the Resource Management Office (RMO) for further project processing, contract award, and funds obligation. Assists in the development of the annual work plan and the prioritizing of DPW and customer work to be completed, taking into account contractual, budgetary, and personnel resource limitations.
Additional duties include monitoring heating fuel levels and management of heating fuel contracts and/or purchases as required to ensure uninterrupted heating operations. Main touch point to provide fuel purchase requests through the Regional Contracting Office (RCO) for Blanket Purchase Agreement (BPA) delivery orders with an established BPA vendor as well as delivery orders against existing small purchase contracts. Prepares Purchase Request and Commitment (PR&C) documents and routes them to RCO when applicable purchase limits and authority are reached. Monitors purchased items and services until delivered and completed. Certifies receipt expeditiously to effect timely payment to the contractors. Traces, follows-up and expedites overdue actions with vendors. Reports vendor non-compliance to RCO for action. Follows up deliveries for PR&C purchase with the RCO. Maintains procurement files, ledgers and vendor catalogs/brochures. Maintains bidders and suppliers lists for future purchases. Reconciles records with the RCO and Finance and Accounting Office. Assists in completion of special projects related to procurement. Monitors and maintains DPW printers, copiers, scanners and fax machines. Maintenance includes ensuring operability of each unit, as well as ensuring on-hand stocks of toner, ink, paper and other require items necessary for operations are adequate. Purchases toner, ink, paper, parts, etc. as required. Submits requests for service to correct problems as necessary within DPW.
Serves as the Government Purchase Card (GPC) cardholder (CH) for USAG Stuttgart DPW BOID. Duties include fulfilling all training requirements to become and remain certified as a GPC holder and implementing the government purchase card program within DPW. Makes purchases for various items (e.g. supplies, equipment, heating fuel, propane, etc.) up to Single Purchase Limit based on authority delegated from the local Army Contracting Office Chief. As a GPC CH, will request quotes for purchases over the Micro-Purchase Threshold from at least three vendors, as required. Conducts GPC purchases in accordance with the Federal Acquisition Regulation (FAR), Department of Defense FAR (DFARS), Army FAR (AFARS), and other requisite GPC regulations. Coordinates as required with the GPC Level IV Agency Organization Program Coordinator. For GPC purchases, the employee is responsible to determine the best value to the government in accordance with all applicable regulations, considering price and other factors, such as delivery times, nature of the item, and urgency of project. Ensures that all purchases are authorized, funded, proper, legal, economical, and satisfy a bona fide need. Tracks and verifies receipt/acceptance of all purchases. Coordinates with the program and budget office on all GPC purchases as required. Maintains a GPC file of all purchase records. Reconciles all transactions within three business days at the end of the billing cycle. Resolves any discrepancies with the Billing Official or questionable transactions with the Vendor as they arise.
Assists DPW program managers with Work Management accountability. Assists in the management of programs within established rules, regulations, and guidelines. Performs research, reviews and analysis to include complete studies. Assists in utilizing, identifying and ensuring timely programming, planning, and prioritization, effective and correct execution. Assists in insuring that most current cost and execution data are utilized when detailed analysis formulation and justification of program requirements are performed. Assists in the development and execution of the Work Management programs. Assists in the development, management and execution of the DPW RPMA and AFH budget.
Performs other duties as assigned.
