Duties Description The New York State Education Department’s (NYSED) Office of Special Education and ACCES (OSEA) is seeking a candidate for an Associate in the Education of Children with Disabilities position in the Transition and Youth Services Unit, based in the Garden City VR District Office. The incumbent will oversee staff and services in the region that serves the Garden City, Hauppauge, and White Plains VR Offices. The TAYS unit provides services to eligible and potentially eligible youth, and act as subject matter experts on transition for both the local District Office and the schools in their catchment area. The candidate selected will be responsible for the duties of this position which include, but are not limited to, the following:
•Provide direct supervision, coaching, and performance evaluation for Assistants in the Education of Children with Disabilities.
•Oversee staff workload distribution to ensure that regional needs are met. Assign staff tasks outside of their "District Office" territory as based on the needs of the regional community.
•Establish clear goals, priorities, and accountability measures for staff.
•Conduct regular team meetings, case reviews, coaching sessions, and professional development planning.
•Ensure staff compliance with program guidelines, policies, and procedures.
•Assess the needs of school districts regarding special education transition and workforce readiness.
•Attend Meetings with school district administrators to explain PreETS services and how they might benefit students.
•Attend Meetings with other state partners to ensure that students are availed services from those partners while participating in educational settings.
•Coordinate PreETS initiatives with local district office management to ensure that the needs of the local community for PreETS are met.

Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
•Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist; AND four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.
PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education of Children with Disabilities.
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
