To serve as supervisor for the planning, directing, organizing, and exercising control over nonsupervisory command, control, communications, and computers (C4) positions within the Global Command and Control System (GCCS) theater operations branch, monitor for GCCS plans, policies, procedures, and requirements and implementation for USAFE. Responsibilities Plans, organizes, and directs the activities of 1 ACOS GCCS Theater Operations Branch Performs supervisory personnel management responsibilities Implements GCCS programs and specialized interface projects Serves as technical advisor for the command Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes developing principles, methodologies, and best practices across complete IT system lifecycle, including planning, analysis, design, development, implementation, integration, security, and long-term management of information systems and applications software. Translating operational needs and strategic objectives into effective and secure IT solutions, encompassing the full system lifecycle from requirements analysis and design through implementation, cybersecurity, and long-term management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT service management (ITSM) principles, methodologies, and best practices across the complete IT system lifecycle, including planning, analysis, design, development, implementation, integration, security, and long-term management of information systems and applications software. 2. Knowledge of effective project and program management principles and methodologies to drive projects and programs from initiation to closure, including expertise in scope definition, scheduling, resource allocation, risk management, and compliance with safety and security regulations. This encompasses the leadership skills to plan, organize, and direct project teams within a small to medium-sized organization, effectively managing resources, setting priorities, and motivating staff to achieve project goals. 3. Knowledge of capabilities and requirements analysis techniques to assess organizational needs, identify system gaps and opportunities, and determine and implement appropriate technology solutions that align with strategic objectives and stakeholder requirements. 4. Skill in translating operational needs and strategic objectives into effective and secure IT solutions, encompassing the full system lifecycle from requirements analysis and design through implementation, cybersecurity, and long-term management, while effectively collaborating with stakeholders and leading technical teams. 5. Skill in identifying measures and indicators of system performance and taking corrective actions to improve or correct performance relative to established goals. 6. Ability to effectively communicate (orally and in writing), plan, organize, direct, supervise, mentor, motivate, and appraise staff in a small to medium-sized organization to achieve program goals and objectives with available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
