Org. Setting and ReportingThis position is located in the Global Strategy and Policy Division, Office of Human Resources, Department of Management Strategy, Policy and Compliance. The Global Strategy and Policy Division serves as the central strategic authority for all matters pertaining to the management of human resources. It ensures that the Organization has the strategies, policies, frameworks and tools to attract, develop and retain a talented and diverse global workforce. It nurtures a culture of engagement, leadership and results. It provides policy, strategic and thought leadership, innovations and solutions for the end-to-end management of talent: from strategic workforce planning; talent acquisition; organizational and staff development and growth; performance management; including Organization-wide mobility and appropriate duty of care, for all Secretariat staff. The Human Resources Officer will report to the Director, GSPD, or an assigned officer. ResponsibilitiesWithin delegated authority and under the guidance of the Director, GSPD, the Human Resources Officer will be responsible for the following duties: General • Analyzes and evaluates existing human resources policies, practices and procedures. Contributes to review, design, formulation, implementation and dissemination of new human resources policies, or new application of policy instruments and guidelines to meet the evolving needs of the Organization. • Prepares draft reports, policy papers, position papers, briefing notes and talking points on issues related to HR policy and conditions of service of UN common system staff members. • Provides advice and support to managers and staff on human resources related matters. • Prepares special reports and participates and/or leads special human resources project. • Keeps abreast of developments in various areas of human resources. Placement • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions Administration of entitlements • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules. • Reviews policies and procedures and recommends changes as required. Staff development and career support • Designs, plans, monitors and provides induction orientation programme and briefing to new staff members. Other duties • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Coordinates HR operational and administrative activities related to staff services, including procurement coordination, billing and income management, operational travel arrangements, and monitoring of vendor contracts and payments.. • Provides project support on cross-cutting issues as required • Reviews adequacy of departmental space requirements. • Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. • Performs other functions as required. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level or advanced degree (Bachelor’s, Master’s or Doctorate degree, or equivalent) in any fields of studies with two additional years of relevant work experience may be accepted in lieu of an advanced university degree. Experience in administrative procedures requirements, and operational practices specific to the duty station is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. German is desirable.
