This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as appointed COR, liaison between the contractor and the Contracting Officer. Monitors, reviews, and determines whether the contractor's performance is in compliance with terms and conditions of the contract specifications. Notifies the Contracting Officer of violations of labor standard provisions, work, and documents that do not comply with contract requirements, and if contractor fails to correct identified deficiencies. Initiates corrective action ensuring that all defects and omissions are corrected or completed and the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contract for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods. Works closely with ACORs and Inspectors evaluating monthly data on a quantitative and qualitative bases to include trend and projections if appropriate and submits on monthly basis to the Contracting Officer. Maintains contract file, electronically in WAWF and/or paper (determined by Contracting Command) from development, pre-award, post-award, termination or closure and all other pertinent contract data. Conducts meetings with the Contracting Office, contractor Management, and involved assistants to solve existing issues. Discusses possible upcoming issues based on the respective situations. Guarantees the availability of sufficient funds during the duration of the contract/Task Order/Delivery Order. In case of any necessary modification, either decrease or increase, the COR will closely coordinate it with the Ordering Officer and/or the Contracting Officer. Maintains all appropriate training requirements and accounts for all programs necessary. Keeps supervisor of Contract Services Branch informed at all times. Maintains effective working relationships in the assigned functional areas (USAG-Bavaria wide). Prepares complete Performance Work Statements (PWS), Statements of Work (SOW) or other types of technical specifications for various type of Operations and Maintenance type services, such as grass cutting, grounds maintenance, custodial, pest control, refuse, food waste, fire suppression and extinguisher systems, chimney sweeping; TUEV inspections and maintenance of force protection barriers, elevators, cranes, pressure tanks and heating systems; cleaning and maintenance of POL- and grease separators; pressing and removal of sewage sludge and wash-rack sludge; sewer line TV inspections, heating, water, sewage, electrical, air conditioning, propane gas, ventilation hoods, boiler plant, tank flushing, cranes, hoist platforms, alarm system, hydraulic lifts ramps, automatic gates and doors. Selects and adapts information from applicable guide specifications or previously approved specifications. Prepares standard PWS for various municipal services up to estimated total amounts of $ 5Mil. Establishes a common level of service templates for contracts across the USAG Bavaria to be used across the Bavaria footprint which includes Tower Barracks, Rose Barracks, Hohenfels and Garmisch. Uses IT programs to develop and prepare Independent Government Cost Estimates (IGCE) and estimates of materials and man-hours to be used in execution of various types of service contracts for budgeting, contracting and other purposes. Analyzes costs of completed service contracts. Devises and recommends cost cutting expedience by selecting from alternative solutions under reduced financial resources. Uses IT programs for preparing necessary plans attached to the PWS. Performs market surveys and analytical studies, requiring initiative, resourcefulness creativity and sound judgement. Coordinates and integrates contractual requirements. Initiates or reviews work requests, studies existing plans and performs field surveys to determine nature and extent of work operations involved. Considers requirements concerning law (host nation and US), health-, safety-, and environmental regulations. Studies manufacturer's bulletins, technical journals, various engineering standards. Adapts techniques and methods, ensures accuracy, completeness and clear presentation of figures and data to avoid misunderstandings with potential bidders. Presents completed contract documents to supervisor for review and submission. Reviews and verifies in WAWF the contractor invoices and processes contractor's invoices that are eligible for payment in a timely manner. Rejects incorrect invoices accordingly for correction Prepares all required paperwork and funding procedures for processing of required contract modifications in coordination with Contracting Office, Resource Management Office, requiring activity and other activities involved. Performs other duties as assigned.
