ABOUT THIS JOB
Position Specific Summary
The Leaves and Accessibility Manager position at the City of Tucson’ s Human Resources department oversees the Leaves and Accessibility division that administers the Family Medical Leave (FMLA), the Americans with Disabilities Act (ADA) accommodations for applicants and employees, and other leave programs offered by the City of Tucson, in partnership with city departments.
Work is performed under the direction of the Human Resources Administrator. This position supervises the Leaves and Accessibility division.
Duties and Responsibilities
1. Supervises and oversees all aspects of the Leaves and Accessibility teams processing of leave related programs. Ensures that the Leaves and Accessibility team follows all federal, state, and City of Tucson guidelines in adherence to Family Medical Leave and Accessibility (FMLA) and American with Disabilities Act (ADA) by monitoring workflow processes.
2. Supervises and oversees the daily operations of staff within the Leaves and Accessibility Division. Coordinates personnel-related activities, including training, approving work schedules, recommending and authorizing personnel actions, providing coaching and counseling, and approving time records.
3. Ensures each team member works to accurately and thoroughly review and appropriately designate the leave or accommodation case. Ensures data integrity and timely processing of all leaves, leaves of absence, and accommodations.
4. Researches and maintains up to date best practices regarding ADA, FMLA, and other leave programs using multiple resources to assist with comprehensive understanding and a variety of solutions to present to the employee and city departments.
5. Educates employees and City departments on processes and policies regarding all leave programs. Organizes, leads or oversees city wide trainings on FMLA, ADA and other leave programs. Developing trainings emphasizing compliance with Administrative Directives, Civil Service Rules, state, federal, and local leave laws.
6. Consults and partners with clients, departments, employees, and health care providers assisting in the interpretation and application of the City of Tucson FMLA, ADA, and other leave programs and process with accuracy, while following COT policy and procedure, organizational objectives and state, federal, and local leave laws.
7. Manages restricted records database in compliance with Arizona records retention schedules, maintaining and adhering to confidentiality standards.
8. Identifies systematic inefficiencies across the organization related to HR services. Reviews systems that might impact existing workflows and recommends methods to optimize and improve efficiency. Creates, optimizes, and supports implementation of processes which link closely to system workflows. Determines how these workflows will impact existing staffing and how to continuously refresh and monitor these flows. Partners with cross-functional teams to resolve complex issues related to workflows or other complex processes.
9. Organizes and coordinates special programs and projects. Monitors programs and projects related to HR goals. Collaborates on various problem-solving, research, and solution recommendations. Researches information, compiles statistics, gathers, computes, and analyzes various data. Prepares special reports, summaries or replies to inquiries. Researches and assists in implementing "best practices" internally and throughout the city.
10. Performs all other duties and tasks assigned.

MINIMUM QUALIFICATIONS
Education:
Bachelor's Degree
Experience:
Five (5) years of relevant experience

Preferred Qualifications:
Bachelor's degree in Human Resources, Benefits, Public Administration or related field.
Professional certification from a recognized human resource/personnel association.
Human Resource experience and Human Resource experience in a public entity or similar industry.
Supervision experience within HR related field.
Leave management or case management experience.
Experience in administering FMLA, ADA, and related leave programs.
Experience with the ability to analyze and comprehend complex medical information that may require follow up and/or clarification.
