Job purpose
As Manager Global Ocean Freight Risk Management & Compliance Monitoring and Testing, you are responsible for operating the global monitoring and testing program for Ocean Freight Risk Management & Compliance.
This role independently validates through regulator grade, shipment level monitoring and testing that controls embedded under the Ocean Freight Risk Management & Compliance Charter are operating effectively in practice and that compliance breakdowns are detected before regulators do.
A critical focus is FMC / OSRA compliance testing, executed strictly in line with the FMC Compliance Audit SOP, complemented by testing of Dangerous Goods, trade documentation, billing transparency, agent compliance and security filings.
Principal accountabilities
Compliance Monitoring & Testing Execution
* Operate the global monitoring and testing program across the full Ocean Freight Risk Management & Compliance scope, including:
o FMC / OSRA (OTI, NVOCC, OFF)
o Dangerous Goods (IMDG / IMO / SOLAS)
o Trade documentation, billing transparency, detention & demurrage
o Agent and third-party compliance
o Security filings (e.g. ISF, AMS, ENS, ICS2)
* Execute shipment level, file-based audits across all lifecycle gates:
o Pre shipment / booking
o Documentation & transport documents
o Invoicing, billing & OSRA requirements
o Post shipment / file close
FMC / OSRA Compliance Audits
* Execute FMC specific audits strictly aligned to the FMC Compliance Audit SOP, covering:
o NRA / NSA acceptance and enforceability
o Tariff and rate governance
o NVOCC vs Freight Forwarder role correctness
o HBL / MBL legal and data integrity
o OSRA compliant billing and D&D transparency
* Apply standardized severity classification (Critical / Major / Minor).
* Escalate Critical findings immediately per escalation protocol.
Dangerous Goods & Safety Compliance Testing
* Test DG shipments for compliance with IMDG Code requirements and IMO and SOLAS obligations
* Validate accuracy and consistency of DG declarations, HBL/MBL data, and emergency information.
Security Filings & Trade Compliance Testing
* Test compliance with security filing obligations, including timeliness and accuracy of ISF / AMS / ENS / ICS2 filings where applicable
* Verify traceability between filings, shipment files, and transport documents.
Testing Quality, Evidence & Validation
* Maintain a rolling 12-month testing calendar with risk based coverage.
* Execute testing using standardized audit worksheets and checklists.
* Ensure findings are clearly written, fully evidenced, severity rated, and actionable.
* Perform validation testing to confirm CAPA closures are real and sustained.
* Publish completed findings to the Reporting & CAPA Manager within 48 hours of test completion.
Decision Rights
* Require retesting or expanded sampling where systemic risk is detected.
* Escalate urgent findings to the Global OTI Compliance Owner for immediate containment.
Skills
* Deep practical knowledge of FMC / OSRA compliance
* Hands‑on audit and shipment‑file testing expertise
* Strong understanding of DG and security filing requirements
* High attention to detail and structured regulatory judgement
Qualifications & Key Requirements
* Degree in Compliance, Law, Supply Chain, or Business preferred
* 7–12+ years in ocean freight compliance, audit, safety, or trade compliance
* Proven experience executing FMC / maritime compliance audits
* Strong documentation and evidence‑management capability
