Hauptaufgaben

Works independently with delegated decision authority as a General Supply Specialist to provide supply and service support to the Network Enterprise Center (NEC) including all geographically dispersed sub activities. Independently makes decisions, analyzes missions, identifies specified and implied tasks, plans work, and coordinates support requirements internal and external to the NEC. Independently manages and maintains the equipment and supply warehouse, adhering to, and enforcing all occupational health and safety standards, and maintaining full compliance of all hazardous material storage and handling standards. Ensures that all equipment and supplies in the warehouse are properly identified, cataloged, stored, organized, and ready for issue or turn-in as appropriate. Ensures that safety equipment is used, and procedures are followed when handling and storing supplies. Independently initiates action to manage all classes of supplies from acquisition through disposal. Forecasts supply and service requirements and receives supply requests from all internal customers, identifies sources, obtains approval, classifies for accountability, initiates requests, receives, accounts for and issues supplies to customers. Assist customers with obtaining information technology equipment through the Army Computer Hardware, Enterprise Software and Solutions (CHESS) site and use of the Army Information Technology Approval System (ITAS). Use technical skills, training and experience with GCSS-Army to account for nonexpendable equipment and requisition supplies at the NEC level. In GCSS-A, build and maintain Storage Locations (SLOC) to create sub-hand receipts and use formal Army inventory lists and component listings and Army and/or commercial publications to build and maintain bill of material (BOM) listings to identify and account for components and accessories. Identify and classify Army-owned accountable equipment being furnished to contractors. Builds and maintains inventory lists in GCSS-A to account for incidental property provided to contractor personnel at the place of performance. Trains primary and sub-hand receipt holders regarding their duties and responsibilities relating to property accountability. Prepares and maintains documentation and files in accordance with Army policies. Conducts prescribed inventories when equipment is accounted for using inventory list procedures. Identifies and classifies equipment found on installation (FOI) and report to the APO for action. Use the Decision Support Tool: Sourcing Module (DST-SM) to report excess and unserviceable equipment for disposal or redistribution. Obtains a technical inspection of equipment being disposed, record the inspection findings, analyze all available information to confirm the description of equipment and determine the condition code and upload supporting documents to DST-SM to support disposal or redistribution actions. Processes all approved DST-SM transactions by the stated suspense date or request extension if required. Prepares and/or collect all documentation required for turn-in or shipment to other activities, package equipment identified for redistribution and shipping, obtain shipping cost information and request funding from higher headquarters for shipments. Forwards completed disposal or shipping documents to the APO for tracking and posting to the property book. Monitors authorization documents and equipment on-hand to ensure that all authorized and required equipment is on-hand or on request. Notifies the Accountable Property Officer (APO) if discrepancies are identified. Initiates and processes to completion DD Form 362 Cash Collection / Statement of Charges, electronic Financial Liability Investigation of Property Loss (eFLIPL) or a damage statement document package as necessary to account for lost, damaged, or destroyed (LDD) Government equipment or supplies.

Maintains a government purchase card (GPC) account and supports the NEC as required. Obtains all necessary prior approval and executes purchases of equipment and supplies. Obtains all required documentation for GPC purchases; cost quotes, Value Added Tax (VAT) forms, Section 889 Certifications, and receipts. Tracks all transactions to completion in the Procurement Integrated Enterprise Environment (PIEE) and US Bank. Creates purchase requests (PR) in the General Fund Enterprise Business System (GFEBS) as required to apply funding to approved GPC requests.

Serves as the Acquisition and Requirements Tracking System (ARTS) subject matter expert and manager for the Network Enterprise Center (NEC). The supply specialist will build ARTS Requirements to request funding for projects as required, specifying the required service and/or supplies needed, and the impact on NEC operations or support if funding is not obtained. The supply specialist will collect quotes, develop independent Government cost estimates, performance work statements, and other required documents as necessary to be forwarded to the appropriate contracting agency. When the ARTS requirement and funding is approved and all required documents assembled, the Supply Specialist will initiate the ARTS Package to obtain supplemental approvals and ultimate action by the supporting contracting organization.

Manages the NEC non-tactical vehicle (NTV) fleet. Maintains driver license and qualification records. Dispatch NTV to only licensed and qualified drivers. Performs visual vehicle inspections before and after operation to ensure any damage is identified and reported. Ensures preventive maintenance checks and services are performed as prescribed. Coordinates with the necessary activities to obtain necessary services and repairs. Tracks the location of vehicles to combat theft or misuse. Submits monthly vehicle usage reports to the higher headquarters. Requests and coordinates external transportation and material handling equipment support from outside agencies as required.

Coordinates with the USAG Directorate of Public Works (DPW) to submit and track service orders and work orders to improve and maintain NEC facilities. Coordinates with the USAG Directorate of Emergency Services (DES), to submit and track service orders and work orders to improve and maintain facility security apparatus.


Performs other duties as assigned.

C-6:

E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.

Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.

E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.

E&T Level III: 2 years of creditable experience as defined in B below.

E&T Level IV: 1 year of creditable experience as defined in B below.

E&T Level V: No additional experience required.


Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.


Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.

Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.



• Applicants must be in possession of German driver's licenses class B.

• Office Automation skills required.



LANGUAGE PROFICIENCY LEVEL:

English Language Proficiency Level AND German Language Proficiency Level C1 required.
