As we expand our European operations, we seek an accomplished European Human Resources Shared Services Manager to ensure HR operational excellence and compliance across the region.
Position Objective
This role will be accountable for establishing and maintaining HR operational frameworks across multiple European jurisdictions. As the primary liaison between China HQ and European operations, you will ensure seamless implementation of global HR strategies while maintaining full compliance with local labor regulations.
Key Responsibilities
1. Payroll & Compensation Management
* Oversee end-to-end payroll operations for key European markets
* Manage EOR payroll administration and compliance
* Develop and implement compensation localization strategies
* Establish payroll monitoring and anomaly detection mechanisms
* Coordinate cross-border tax equalization and expatriate allowances
2. HR Shared Services Operations
* Maintain HRIS data integrity and process optimization
* Design and implement localized attendance policies
* Manage immigration processes and mobility support
* Oversee core employee lifecycle operations
3. Compliance & Risk Management
* Ensure full compliance with European (particularly German) labor regulations
* Lead HR aspects of internal and external audits
4. HR Business Partnering
* Provide localized HR support to European entities
* Drive employee engagement initiatives
Qualifications & Requirements
Education:
* Bachelor's degree or above in Human Resources, Business Administration or related field
Professional Experience:
Minimum 8 years of progressive HR operations experience in multinational corporations, including:
* At least 3 years of hands-on payroll management experience in European markets
* Demonstrated success in global HR policy localization projects
* Prior experience in German HR operations preferred
Certifications:
* European payroll certification (e.g., IHK or equivalent) required
Technical Competencies:
* Expert knowledge of European labor law and payroll taxation
* HRIS implementation and optimization experience
Language Requirements:
* Business fluency in English, Chinese and German (all required)
