Hauptaufgaben Property Book Officer Functions: Manages and maintains sophisticated data automation and property book systems, to include: Unique Item Tracking (UIT), Catalog Data processing, and Global Combat Support System-Army (GCSS-A). Employee is directly responsible for planning and execution of vital supply projects pertaining to the accurate accountability and distribution of equipment to meet requirements and mission support objectives. Performs the organizational property accountability Internal Control Program. Is responsible for property accountability for all expendable and non-expendable property. Maintains the master hand receipt for the organization as a whole. Conducts cyclic and special site inventories of property and equipment. Performs inventories for change of hand receipt holders. Investigates losses, damages and other situations requiring inventory adjustments and reconciliation. Personally prepares or ensures the preparation of relief from responsibility documentation to account for missing or destroyed property. Plans, coordinates, and directs the storage, distribution, and redistribution of material to ensure equitable distribution of assets within established limitations and program requirements. Instructs customers on proper actions related to lost, damaged, or destroyed property. Submits budget estimates for supply needs of the Property Book Office, and presents alternate recommendations as necessary TDA/Supply: Reviews and evaluates all TLSC-E equipment requirements and authorizations to include equipment and ensures consistency with assigned missions, and functions. Controls authorized resources and actual utilization and initiates necessary changes to meet mission and functional requirements. Develops, formulates and interprets supply policies and procedures and provides recommendations concerning approval/disapproval of reports submitted. Organizes and participates in conferences where changes/revisions to established procedures are being discussed. Reviews and approves pertinent reports prior to authentication and release. Serves as the responsible supply officer for the Theater Logistics Support Center - Europe. Exercises staff supervision over and provides technical policy guidance on all organizational supply related matters. Develops and implements plans, policies, and programs and executes the Theater Logistics Support Center – Europe organizational supply mission. Receives requisitions for adjustment of authorizations from customers, reviews the data against the applicable regulations, corrects the justification and maintains the command log on all equipment authorization changes. Develops and implements internal supply and equipment management policy and procedures for internal controls and serves as action officer. Acts as authoritative technical advisor for the organization in general on all matters concerning the supply status and requirements and authorizations of TDA equipment. Formulates standing operating procedures and other instructions in German and English language required to insure understanding of procedures by organizational elements. Assists in computation and formulation of equipment requirements. Readiness Reporting: Processes readiness data through automated systems to produce the Unit Status Report (USR) for the entire TLSC-E. Uses the quantitative data derived from various systems to interpret the readiness posture of the Command. Provides training to HR Holders and evaluates the subordinate commands administration of the USR program. Interprets and follows the precedence and guidelines that are mandated by HHQs and ensures that subordinate commands comply with all guidance. Is the proponent for the Sustainment Readiness Review briefing to CG, 21st TSC and in absence of the GM/DGM, acts as TLSC-E Representative and SME for UR MMR preparation. Prepares reports and conducts briefings for the General Manager on the readiness posture of the command. Incumbent determines cause of the logistics problem gives advice and/or initiates corrective action. Monitors various program elements and reviews automated applications and proposals affecting logistics readiness reporting to assure units are properly reporting readiness status. Incumbent studies regulatory guidance disseminated from higher headquarters in the form of regulations, directives, technical publications, and other references governing assigned functional areas. Analyzes the various administrative and technical aspects to determine scope and complexity of program requirements to achieve USAREUR logistics readiness goals. Reviews and evaluates policies and procedures with a view towards objectives to determine whether they are at an optimum. Points out, and discusses with supervisor, procedures, or parts there- of, that need further studies or revision. Develops and formulates procedures, guides, and, supplemental instructions that are coordinated with overall logistics readiness plans designed to facilitate implementation of regulatory requirements for effective achievement of goals. Analyzes readiness information based on current regulatory guidance and policies and prepares review and analysis documentation to portray current readiness status to various USAREUR command elements. Supervisory Duties: Plans, directs, and controls the work of 6 subordinate employees engaged in maintaining property books, accountable property records, -registers and files, preparation of reports, editing of requests, etc. to insure output is of an acceptable quality and quantity. Defines standards for performance of work and prepares and issues internal instructions and procedures for its accomplishment. Recommends recruitment, promotion or reassignment of subordinates, makes formal appraisals of their work performance, and determines training needs for all levels of subordinate supervisors and workers. Provides on-the-job training and assures that subordinates understand and correctly apply guidance. Performs other duties as assigned.
