Sachbearb. (Vertragsabwicklung) (m/w/d) Wiesbaden, Germany Ausschreibungsbereich WHO MAY APPLY: Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Completes specified preliminary pre-award tasks as may be needed by the servicing Contracting Center. Following established procedures, participates in developing basic requirements for the procurement of equipment supplied and maintained by means of the contracts administered by the employing organization such as, i.e., domestic appliances, frequency converters, etc. Develops Equipment Specifications and Statements of Work or Data Requirements and formulates the contracting approach to be taken that will best satisfy the requirement. Performs limited market analysis to determine availability of products and suppliers and analyzes market and distribution trends for viable procurement actions. Participates in pre-award surveys; performing technical, manpower, and management evaluations of potential contractors; reporting findings and making recommendations for award/no award. Participates in developing the solicitation by identifying reasonable quantities, delivery requirements, and equipment specifications. As deemed appropriate, obtains pre-award samples. Provides input for the evaluation of individual bidders and reasonableness of prices. Coordinates and conducts site visits throughout USAREUR communities and installations for prospective contractors for service contracts. May be called upon to serve as a member of source selection boards for complex large dollar maintenance and repair contracts and to participate in contract pre-performance meetings. Makes staff assistance visits to communities, DPWs, contracting personnel, and other organizations and facilities serviced to assess contractor performance and suitability of procured services, and to resolve problems which cannot be resolved at the local level. When required, determines requirements for contract modifications and prepares, controls, and assures contractor payment in line with contracting procedures and contractual agreements. Establishes fixed price catalogs for modification of contracts for fast turn around repair parts required by contractors for the repair of appliances and equipment. Reviews contractor proposals and obtains technical reviews when in-depth evaluations are necessary. Establishes a pre-negotiation position based on technical reviews and personal knowledge of contractor's operations to assist the Contracting Officer in obtaining a final settlement. Prepares memoranda to explain rationale and methods used. In the capacity of a Contracting Officer Representative (COR), is responsible for the management, control, and administration of complex, large dollar, equipment maintenance and repair contracts established for organizations throughout USAREUR. These contracts provide for the installation, maintenance, repair, replacement and disposal of domestic appliances such as, i.e., stoves, refrigerators, washing machines, dryers, etc; food service and dining facilities equipment; refrigeration, air-conditioning, ventilation and heating systems; frequency converters for military installations; and other mechanical or electrical equipment as required. May be required to participate in the initiation, control, and administration of drayage contracts established for contractors to provide drayage services at individual Government Installations throughout USAREUR. Assures that contracts are suitable for the needs of the organizations, prices are in line with the local area overall price index, drayage services are provided in line with contract specifications, and that contracts are funded and properly paid. Serves as Contract Administrator for service contracts written to support DPWs and other customers in communities throughout Army in Europe. Conducts initial conferences with contractors to provide information and to clarify standard and special provisions of the contract. Throughout the life of the contract, maintains close liaison with the contractor to interpret contractual obligations and to resolve problems. Recommends contract changes or modifications, highlighting conditions that could jeopardize contract performance. Makes determinations on problems of delivery, quality, and acceptance, or other areas affecting the contract. Monitors contractor performance directly and through government inspector personnel. Oversees and ensures compliance with the terms of the contracts to determine the reasonableness of services provided and to identify needed corrective actions and contract modifications. Administers contracts to assure performance in accordance with the terms and conditions thereof. Negotiates delivery schedule changes; and monitors contractor's compliance with contract, regulatory, and statutory provision. Recommends contract terminations for the convenience of the Government and assures contractor compliance with cost accounting standards. Works with and advises a team of contract administration/voucher examiner personnel involved in establishing, administering, and reviewing payments made for contract services received. Verifies evidence of contractor's progress for approval of progress payments; reviewing and monitoring contractor's compliance with contract, regulatory, and statutory provisions; monitoring expenditures on cost, incentive, and certain fixed-price contracts requiring funds control; and reporting on anticipated deviations from estimated and fixed contract costs. Keeps current on funding requirements and status for maintenance and repair contracts, adjusts requirements as circumstances dictate, and ensures that customers provide necessary funding and that excess funds are promptly returned to customer. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below PLUS 5 years of experience as defined in B below. E&T Level III: 4 years of creditable experience as defined in B below. E&T Level IV: 3 years of creditable experience as defined in B below. E&T Level V: 2 years of creditable experience as defined in B below. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Erfahrung A: Allgemeine Buerotaetigkeit z. B. Computeranwendung, Buchfuehrung, Inventuren, Telefon- oder Organisationsarbeit oder Kassierertaetigkeit. Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years * Office automation skills required. * Applicant must be in the possession of a valid driver's license class B and must be able to obtain/maintain a military motor vehicle operator's license.
