How?
The Construction Manager will be based onsite and will be responsible for overseeing project planning, execution, and delivery across multiple projects, adhering to the client's established procedures and practices. They will coordinate resources, manage timelines, and ensure project objectives are met within budget and on schedule, while adhering to key performance indicators (KPIs). This role involves regular interfacing and communication with terminal stakeholders, Client appointed contractors, Client PM, Eng.Co Remote Project manager (RPM) and relevant Design team to ensure seamless execution of the works onsite. The Construction Manager will apply strong leadership, communication, and problem-solving skills to guide project success.

The Construction Manager is the Project Lead for all construction activities. The Construction Manager shall be the focal point for all field related construction activities. They will be responsible for leading a consistent, high-quality delivery and coordination of projects across the Execution phase of the projects whilst also supporting the Front end of projects to ensure alignment and consistent approach from concept to delivery using the site knowledge and experience. The Construction Manager will collaborate closely with the RPM, providing ongoing input and support during the define phase of the projects to ensure seamless communication and coordination throughout the project lifecycle. This partnership will be essential for delivering efficiency, aligning project objectives, facilitating real-time updates, and addressing any challenges that may arise during both the planning and execution phases. By fostering a strong working relationship with the RPM, it will help ensure that all on-site activities are well-coordinated, resources are efficiently utilized, and any issues are resolved promptly, ensuring the project stays on track and meets its goals.
Key Items for consideration include but are not limited to: -
* Support the Project Development Engineers (PDE) to align on the key Project information at the FEL stage of the projects i.e. cost/schedule/methodology utilising site knowledge and relationships to drive efficiency
* Support the RPM in creating a Project Execution Plan that outlines the goals, strategies, and timelines for project success.
* Focal Point for the Project Manager on all construction related work.
* Coordinate and facilitate review meetings with the contractor superintendents along with the project team to ensure open communication on construction schedule, quality and planning topics.
* Lead SIMOPS/Planning meetings for major construction activities.
* Lead Construction Kick-Off meetings with the Contractor(s).
* Produce construction reports at the approved frequencies.
* Manage Project Non-Conformance Report (NCR) to resolution including
* Provide input into Constructability Reviews throughout the development process
* Review Construction Readiness assessment to ensure HSSE plans are in place, necessary Permits are in hand and material delivery is acceptable.
* Contractor work procedures are approved, and the necessary field requirements are satisfied prior to field mobilization
* Provide input into Construction Estimates and Schedule development
* Review 2 week look ahead schedule produced by the field contractor and provide input as necessary
* Review any Contractor work/execution plans and schedules and provide feedback to the Project Manager
* Working knowledge of the Project Budget and Basis of Estimate
* Understand contract type; e.g. firm price bid versus Time and Material etc.
* Understand Permitting requirements and special restriction and limitations.
* Participate in HAZID meeting for Construction Packages
* Participate in onsite Hazard recognition programs to ensure construction risks are managed
* Support CSIP audits and follow up actions as required.
* Review Construction Contractor Invoices for completeness/correctness prior to forwarding to the Project Manager for final processing.
* Review Change Order Requests and provide guidance to Project Manager.
* Review Construction Drawings and provide input throughout the project lifecycle
* Coordinate with the Local Operations and Craft team on construction schedule and general plans as necessary documenting NCRs in the Tracking Tool supported by Regional QA/CA Lead.
* Provide required support to the RPM and the Client specified Engineering Consultant that is necessary during the development of the Design Engineering Packages necessary for commercial bidding and tender.
* Support the RPM during the development of ODM documentation
* Perform a constructability review with all relevant parties
* Prior to mobilization of any contractors perform an initial Interactive planning session with contractors and ensure a “Construction readiness review” is performed to assess maturity of engineering, procurement and availability of resources.
* For each project perform a qualitative review of the Histograms prior to start of construction ensuring key contractor’s resources are in place.
* Ensure the Client Appointed execution contractor has generated an Inspection and Test Plan (ITP) and that it has been reviewed by the relevant appointed persons/TAs. Provide support and guidance to the execution contractor to follow and maintain the ITP as approved by Client persons. Note: it is the execution contractor who is responsible to follow the approved ITP and request Client TA feedback when required. Construction Manager shall coordinate the communications
* Coordinate and review the Project permits as they are submitted by the execution contractor, develop a permit execution strategy with the Client Ops team that is practical
* Provide Project Control information required for the RPM to generate updates on key items such as scheduling, cost control, change control, progress measurement, risk management for the individual projects.
* Coordinate the Client Appointed contractors onsite and host weekly meetings which shall track the project critical information – HSSE/Schedule/Costs/Scope Changes/QAQC (ITP Progress) etc.
* Coordinate all project site-based activities with the Client Operations Team and the Client Appointed execution contractors
* Review execution contractor scope changes and provide support to Client PM & C&P during the review process
* Ensure that the Scope is progressed and completed in accordance with the Project schedule & budget and to meet or improve upon other stated objectives
* Provide office-based Construction Assurance and Quality Assurance support in accordance with the Client process and procedures.
* Address technical clarifications raised by contractors through the Client Appointed Engineering Consultant, resolving any issues quickly and efficiently.
* Coordinate Pre-commissioning, handover and start-up support including management of punch lists, performance testing and close-out, planning for transition from construction to commissioning to start-up, preparation and support to start-up, support of performance testing (PSSR, SoF (Statement of Fitness) etc.)
* Provide support to the Remote PM to close out the project post commissioning (MOC Close Out, Project close out report, Site Critical Data uploads to Hexagon)
* Construction Manager shall complete the required documentation in a timely, concise, and accurate manner, including daily inspection reports, pipe tallies, red line drawing markups (showing physical changes) for as-built, extra work authorizations (if allowed by owner), and other reports/forms as directed in a format acceptable to the owner.
Other features of the role require the Construction Manager to: -
* Liaise with the Client PMs to provide technical and project support needs.
* Develop and encourage a team culture that recognises and features an energetic and confident approach whilst maintaining a positive, balanced and enjoyable working environment.
* Promote quality and a “right first time” approach, leading to savings and synergies that reduce office costs.
* Identify the Client Technical Authority (TA) for projects and plan the necessary interactions to facilitate timely decision making and technical assistance, thus reducing the possible need for the Management of Change (MOC) during the later stages of projects.
* Share lessons learnt and improvement opportunities, across terminals, to promote continuous improvement.
* Develop and further enhance effective communications and positive relationships with Client Stakeholders, EngCo Leadership, peers, and subordinates, to create a strong network and sense of teamwork and trust.
