IT Program Manager and Systems Engineer
Key Role:
Designs, implements, and maintains strategic, multi-disciplinary IT programs in support of corporate strategy. Applies leading-edge principles, theories, and concepts. Contributes to the development of new principles and concepts. Works on unusually complex problems and provides highly innovative solutions. Operates with substantial latitude for unreviewed action or decision. Mentors or supervises employees in both company and technical competencies.
Basic Qualifications:
1. 5+ years of experience with project management in IT or digital modernization
2. 3+ years of experience in architecting large-scale networks, including creating network architecture artifacts using the Department of Defense Architecture Framework (DODAF) or The Open Group Architecture Framework (TOGAF)
3. Experience working at a Combatant Command, Joint Staff, or Major Command staff
4. Experience in planning, scheduling, coordinating, and delivering IT projects
5. Experience with gathering requirements from project teams and determining priorities
6. Ability to communicate with multiple stakeholders, including technical and non-technical members
7. Ability to anticipate, mitigate, and resolve risks and conflicts across workstreams
8. TS/SCI clearance
9. HS diploma or GED and 11+ years of experience with IT, Associate's degree and 7+ years of experience with IT, or Bachelor's degree and 3+ years of experience with IT
Additional Qualifications:
10. Experience with Model-Based Systems Engineering (MBSE)
11. Experience with systems modeling tools, especially Cameo
12. Knowledge of vendor management to ensure that vendors, contracts, and Service Level Agreements are aligned
13. Ability to work independently with minimal direction
14. Master’s degree in Systems Engineering or a related field
15. Project Management Professional (PMP) Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $99,000.00 to $225,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
