Hauptaufgaben

Performs duties as the Garrison's Mechanical Engineering Subject Matter Expert (SME). This position prepares plans, specifications, and engineering estimates covering mechanical and sanitary systems, such as heating, ventilation, air conditioning, Utility Energy Management Control systems, water distribution, sewage and refrigeration. Projects are complex and often involve other disciplines, to install mechanical systems into buildings and surrounding facilities. Projects also include major repairs, maintenance, rehabilitation, and alteration to existing structures of government facilities, office buildings, living quarters, plants, shops, hospital and related structures, air traffic control towers, flight simulators, confinement facilities, tank flushing stations, etc. Performs designs in-house taking into consideration design objectives, technical calculations, and client and customer requirements. Identifies most economical and efficient procedures for project design and performance considering all influences; prepares necessary drawings, specifications, and supporting documents for advertised or negotiated procurements. Manages the Project Management Relationship with Architect/Engineer contractor firms to ensure design quality and space requirements are met. Prepares correspondence, technical reports, fact sheets, status reports, and schedules as required to complete project assignments. Reviews and evaluates shop drawings, samples and material certifications submitted by contractors for contract and performance requirements, recommending approval, rejection or revision. Furnishes technical advice to lower grade engineers and those of other disciplines on possible approaches to the solution of specific design and implementation problems.

Develops and prepares detailed project specifications, cost estimates and bills of material for maintenance and repair of facilities. Determines scope of necessary work by on-site inspections and considers type and quality of material and equipment required to accomplish projects. Discusses details with representatives of requesting organizations and agencies. Assists in the preparation of construction item justification data submitted to higher authorities for approval/disapproval of individual major construction projects. Acts as Project Manager and/or contracting officer's representative (COR or ACOR) on Architect/Engineer (A-E) design contracts and on projects executed through the host nation construction agency "Staatliches Bauamt Nuernberg" (St.B Nuer), and United States Army Corps of Engineers (USACE) as well. Consults with other in-house Project Managers and Contracting Officers Representative (CORs) to resolve differences and complex unforeseen problems and latent conditions that may develop during construction and based on the condition, prepares sketches or change drawings and specifications that will resolve the issues. Incorporates these change documents into the contract performance documents.

For projects designed in-house, performs or directs the survey and investigations at the project site to determine condition of facilities and to secure necessary data prior to initiating design, evaluates the data obtained and incorporates the salient factors into the design considerations and solutions.

Performs other duties as assigned.

E&T Levels I through IV: not creditable for positions in this occupational series.

E&T Level V: Applicants for positions in this series are required to be graduates from a Fachhochschule, a Berufsakademie, or a Technische Hochschule as an Engineer in the discipline specifically required for the position. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany. Applicants from foreign countries must obtain an equivalent certification from pertinent German authorities that certifies recognition to practice the engineering profession in the area of specialization of the position.


• Applicants must be in possession of a German driver's license class B.
• Applicants must be able to obtain and maintain a military driver's license.
• Office automation skills are required.

LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2 AND German Language Proficiency level C1 required.

Beschäftigungsbedingungen

This is a permanent full-time position (38.5 hrs /week).

• Employee may perform the work at a location away from the regular worksite (e.g. at home) on a non-routine, ad-hoc basis. This includes work performed to complete a short-term special assignment or to accommodate special circumstances.

• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
