We have a requirement for a Facilities & Utilities Turnover Engineer for a large scale Pharmaceutical Construction Project near Frankfurt.

Responsibilities
Key Responsibilities
1. Develop a full understanding of the scope, functionality, boundaries, and interfaces of assigned Facility and Utility systems (e.g., HVAC, boilers, compressed air, chilled water, steam, condensate, BMS/controls, potable & process water, electrical distribution, wastewater, chemical dosing, etc.).
2. Manage system turnover and handover activities for Facility & Utility systems, including walkdowns, punch list creation & closure, test pack tracking, and documentation control.
3. Prepare Turnover Dossiers for allocated Facility & Utility systems, ensuring master drawings, P&IDs, single line diagrams, functional descriptions, O&M manuals, vendor documentation, and testing records are complete.
4. Ensure all construction and vendor scope is clearly defined, allocated, and coordinated, avoiding scope gaps across mechanical, electrical, instrumentation, and controls interfaces.
5. Collaborate closely with the Turnover Manager, Construction Planner, Construction Supervisors, and Contractors to maintain accurate turnover system status and forecasts.
6. Conduct progressive walkdowns to review installation progress, quality, and readiness for testing and commissioning.
7. Coordinate with contractors and trades to verify construction work readiness and ensure required documentation (ITRs, test packs, redlines, as-builts, release notes) is available.
8. Participate in daily turnover and readiness meetings, reporting progress, risks, schedule impacts, and punch list trends for Facility & Utility systems.
9. Interface with Commissioning Engineers and Operations/User Teams to communicate turnover readiness, punch list status, system constraints, and planned handover milestones.
10. Lead system walkdown inspections with contractors, commissioning, and client/end users to confirm completion to design and specification.
11. Record, categorize, and manage all punch list items through closure, expediting resolution with responsible contractors and vendors.
12. Verify all documentation required for turnover and final handover, including QA/QC records, material certifications, performance and pressure test records, calibration reports, flushing and cleaning records, FAT/SAT results, and energization documentation.
13. Compile complete Turnover Dossiers and handover packages for signature and acceptance by the Commissioning and Operations teams.
14. Identify and escalate issues, blockers, or schedule deviations to the Turnover Manager to maintain delivery targets.

15. Degree educated or strong trades' background
16. Previous construction and/or turnover supervision experience essential
17. Experience on life science or mission critical projects desirable
18. Previous PM Group experience desirable.
