PROJECT ENGINEER
BB&E is an employee-owned, full-service civil and environmental engineering and consulting firm, headquartered in Northville, Michigan, which services both the Federal and Industrial sectors throughout the United States. BB&E team members provide Environmental Consulting, Facilities Engineering, and Program/Project Management Services to the Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Project Engineer to join our team, supporting the United States Air Forces in Europe-Air Forces Africa (U-A) Det 4 Civil Engineering Division (Det 4/CE) team onsite at Ramstein Air Base (AB), Germany.
Job Duties & Responsibilities
1. Provide weekly updates in the Det 4/CE Branch SharePoint trackers.
2. Verify and update monthly information on USAFE SharePoint Sites.
3. Complete daily acceptance, assigning and tracking of taskers’ progress in the Task Management Tool (TMT).
4. Complete real time updates and/or weekly review for project milestones in NexGen IT & future Project Management (PM) systems.
5. Complete monthly data quality review/corrections in NexGen IT and future replacement PM software systems.
6. Create and coordinate Design Instructions for assigned projects.
7. Create and coordinate Authority to Advertise/Award Requests for assigned projects.
8. Coordinate Congressional notification packages for assigned projects and be submitted through the AFIMSC/Det 4 chain of command.
9. Utilize and apply computer software including Microsoft Office (Excel, Word, and PowerPoint), Current Version of Autodesk AutoCAD, etc. to provide analysis, formatting, and automation to administrative, engineering, and construction-based workbooks/applications using Excel.
10. Maintain and create SharePoint content with emphasis on the ability to interface with other SharePoint sites, data, Excel applications. Create intuitive user graphical interfaces for both internal and public users
11. Provide Monthly Line-Item Review PowerPoint charts for assigned projects to corresponding Geographical Separated Units and USAFE A4 for their review.
12. Provide updates to Senior Advisory Group/Senior Executive Review Group assigned charts as required.
13. Perform comprehensive technical compliance reviews of Request for Proposal (RFP) documents and design criteria.
14. Perform an analysis of compliance with program approval documents and applicable program approval thresholds.
15. Provide technical analysis of comments to assigned projects following participation in comment resolution meeting and root cause analysis for any acquisition failures back to the design agent, United States Army Corps of Engineers or Naval Facilities Engineering Systems Command, for each assigned project.
16. Participate in Planning Charrettes and review of Planning Charrette Reports to include coordination with stakeholders and comment resolution.
17. Develop DD1391 Processor System Programming Packages, to include coordination with stakeholders and comment resolution.
18. Develop Design all aspects of MILCON RFP Packages to include coordination with stakeholders and comment resolution.
19. Develop Closeout Documents including equipment, real property (DD Form 1354 Transfer and Acceptance of DoD Real Property) and financial reports.
20. Utilize design/construction standards, methods, practices, techniques, materials, and contracting procedures relevant to executing assigned contracts/projects pertaining to federal design and construction contracts.
21. Apply a wide range of engineering or architectural theories, concepts, principles, practices, techniques, and methods to apply advanced concepts and principles to building design, construction processes, and project management.
22. Apply commercial/industrial sustainable design and development project/program experience during the planning charrette and design process.
23. Apply knowledge of facility and building systems- roofing, building envelope, interior construction, mechanical, electrical and plumbing, building automation, etc. during the planning charrette and design process.
Key Qualifications
24. U.S. Citizenship and an Active DoD Security clearance is required
25. Residency requirements: Subject to a Status of Forces Agreement (SOFA) or have a German residence permit at time of application
26. Knowledge and CompetenciesMust have knowledge of Civil Engineering concepts, principles and practices and familiarity with other engineering disciplines and architecture to perform routine projects with complete responsibility, portions of large complex projects.Must have knowledge of engineering and construction standards, methods, practices and techniques, materials and equipment to determine compliance with federal, state and local codes and regulations; standard contracting regulations, practices and procedures.Federal design and construction contract experience.
27. Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences.
28. Software: Proficiency using MS Office software including Excel, Word, and PowerPoint.
29. Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
30. Experience: Minimum eight (8) years of experience required; Department of Defense (DoD), Military Construction (MILCON), or comparable Programs/Projects experience is required.
31. Education: Minimum of a Bachelor’s of Science degree in Engineering from an ABET – accredited university is required.
32. Licenses, Certifications: Professional Engineer preferred, but not necessary.

33. Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
34. Ability to operate office equipment, including computer, copy machine, phone, etc.
35. Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
36. Capable of lifting over 25 lbs.
37. Ability to see details of objects that are less than a few feet away
38. Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
