The primary purpose of this position is to serve as the Recreation Specialist for the Spangdahlem Events Center, responsible for all facets of full-service events center activities, performing/executing all tasks associated with the successful fulfillment of program requirements/objectives. Responsibilities Accomplishes Event Center Planning and Operation. Plans and administers the event center activities for all elements of the large Spangdahlem AB-serviced populations military members, dependents, DOD civilians, retirees, and civilian contract personnel of all ages and backgrounds. Serves as Assistant Event Center Manager and fulfills Manager duties in his/her absence for conduct of events within the 7-day, 18-hour Event Center. While serving as the Event Center Manager, provides oversight to staff, as needed, to balance workload and assign tasks. Program Publicity. Schedules planning meetings with event center customers to discuss their interests and plan events to meet needs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes the ability to apply the principles of one or more specialty areas of recreation. Examples of qualifying specialized experience include: planning, organizing, advising on, and administrating recreation activities and programs; providing comprehensive leisure services program to military and Department of Defense civilian members; promoting and enhancing the physical, social, and emotional development of community; modifying, adapting, expanding, or otherwise changing plans and procedures relating to each activity; evaluating effectiveness of ongoing programs, services and activities; assessing budget needs for equipment, supplies, and expenditures that support day-to-day operations and long-term goals and objectives; conducting regular safety, fire, health, and other required inspections; and promoting programs, services, and activities through all available mediums. OR EDUCATION: Successfully completed one full academic year of graduate-level education with major study in general recreation, or one of the appropriate fields of recreation such as: outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education OR completion of a bachelor's degree in a subject area related to the position with Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge gained through relevant experience which enables the employee to competently and independently carry out large-scale events center projects or programs through proper application of the principles, concepts, and techniques of recreation for a military installation Events Center. 2. Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a typical and conventional basic events center program, which knowledge enables the employee to plan and conduct a variety of center activities and services. 3. Knowledge of the various methods, techniques, and procedures for publicizing recreational programs and activities through all available media (TV, radio, base-wide email, newspapers, flyers/brochures); and skill in publicizing and promoting recreational programs and activities. 4. Knowledge of the tools, methods, and techniques for assessing and analyzing the recreational needs of a large and diverse serviced community; and skill in applying this knowledge to improve the community. 5. Skills in written and oral communication to write and submit a wide variety of reports and other material and to prepare and present briefings for a variety of audiences. 6. Skill in the effective management of financial, physical, and other resources of events center programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
