Hauptaufgaben
Coordinates operation, maintenance and administration of functions and processes that relate to the investigation, and correction and reporting of discrepancies in stock accounting records. Reviews Report of Surveys (ROS's), Report of Discrepancies (ROD's), Inventory Adjustment Reports (IAR's), loss and gains and other documentation to determine scope and complexity of action required. Receives work regarding special requirements to include items that require particular attention, courses of action, priorities, and target dates for completion. Investigates major discrepancies which cause critical imbalance in GCSS-A, major discrepancies identified as "high dollar value", those causing a freeze condition on critical items, and discrepancies on specialized items such as hazardous items or weapons. Receives and processes Reports of Discrepancy, which are received from field units and CONUS on discrepant shipments from and to theater stocks. Conducts extensive research in accountable records to confirm all actions pertinent to receipt or shipment. Forwards reports to shipping activity for investigation and resolution, and for an information copy of reply from shipper. Reviews results of investigations to determine accuracy, completeness and to ensure all methods of research and fact gathering have been exhausted resulting in completed action that is responsive to operational needs. Performs investigations and research on special projects that require review and research of GCSS-A transaction histories for delinquent temporary loans, issues, and turn-ins. Prepares correspondence to storage locations to obtain written explanation of unexplained discrepancies and delinquent items.
Maintains a thorough knowledge of regulations and directives governing assigned subject areas to meet requirements and controls established by higher authority. Discusses scope and complexity of the various administrative and technical aspects of supply operations with the supervisor to determine applicability to mission assignment. Reviews and analyzes local policies and procedures with a view toward enhancing operational effectiveness for discrepancy reporting. Notifies the supervisor of procedures requiring further study, revision or coordination with other organizational elements. Reviews supply program operations to determine overall effectiveness and compliance with applicable laws, regulations, agreements and policies. Ensures that operational policies, procedures and guidelines are coordinated with overall program, plans and objectives. Participates and recommends policy changes and procedures. Identifies and compiles statistics, prepares reports on program effectiveness, trends analyses, projected workloads and discrepancies. Provides guidance to other employees and briefs managers/officials on issues, problems and program accomplishments. In addition, provides technical guidance and additional instructions on changes in policies and procedures, and on difficult or complicated cases. Maintains control, report status, and progress of work.
Applies a broad knowledge of logistics management (supply, maintenance, distribution, transportation and facilities functions) in advising the Division Chief on a wide range of complex accountability related problems. This includes, but is not limited to, inaccurate posting, shipping and receiving documents; inventory discrepancies between GCSS-A and item manager records loss and or theft accounting, materiel release denials and processing of rejected distribution documents. Maintains contact with supervisor and accountable officer to plan and coordinate work efforts, and to maintain awareness of policies. Provides technical guidance, when necessary, seek ways to improve productivity and efficiency of operations to conserve manpower resources. Compiles, prepares, and submits management, branch and division reports. Consolidates data from different organizations, branches and installations into one report. Researches files and databases to identify and resolve problem areas. Surveys customers, managers, branch chiefs and commanders concerning equipment and supply needs and issues. Develops requests and justifications for equipment. Provides recommendations for staffing resources needed for new and modified equipment and programs. Provides training and guidance on subject matter areas to other employees. Assures that newly assigned personnel are given assistance in preparation to perform their work. Performs special projects as required. Incumbent conducts investigations of major discrepancies which cause critical imbalance between accountable records, identified as high dollar value, those discrepancies causing a freeze condition on critical items, and discrepancies on specialized items such as hazardous items.

C-5a:
E&T Level I: 2 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 2 years of experience as defined in B below.
E&T Level III: 1 year of experience as defined in B below.
E&T Level IV: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
LANGUAGE PROFICIENCY LEVEL:
English Language Proficiency level B2 AND German Language Proficiency level C1 required.

This is a permanent fulltime position (38.5 hrs./week).
• If requirement exists, the incumbent of this position is obligated to perform TDY within and outside Germany, shift work, weekend and holiday work.
