Project Analyst – Defense Health Facility Program Office (Europe) Tidewater, Inc. | Landstuhl, Germany | Full-Time About the Role Tidewater Inc. is seeking a highly experienced Project Analyst to provide strategic program support to the Defense Health Facility Program Office – Europe (DHFPO-E). This position plays a critical role in delivering data-driven insights, project management oversight, and interoperability support for major U.S. military medical construction (MILCON) efforts across Germany. In this role, you will work closely with government stakeholders, clinical planners, and multidisciplinary project teams to support the successful execution of the Rhine Ordnance Barracks Medical Center (ROBMC) —one of the largest U.S. military medical facility projects in Europe. Key Responsibilities Collect, analyze, and interpret data to support healthcare facility design, construction, outfitting, and transition activities. Respond to formal data calls and develop high-quality information papers, summaries, briefings, and decision briefs for senior military and civilian leadership. Establish and maintain systems of checks and balances to ensure the accuracy, validity, and reliability of project data. Conduct clinical interoperability and workload analyses to identify shifts in population, demand, and healthcare delivery impacts. Utilize Microsoft Access, Excel, Business Objects, and other analytical tools to extract, manipulate, and present raw and refined datasets. Participate in Joint Interoperability Working Group (JIWG) meetings and prepare supporting documentation, meeting minutes, and follow-up actions. Support requirements validation through gap analyses, workload forecasting, manpower modeling, and clinical integration planning. Assist in space planning and utilization studies; review and validate technical datasets and documentation for completeness and accuracy. Contribute to the development of cost, workload, and manpower projections to support planning, programming, budgeting, and execution (PPBE) decisions. Required Qualifications Minimum 10 years of experience as a Program or Project Analyst, preferably supporting large-scale medical facility or Military Health System programs. Advanced knowledge of: Military Health System (MHS) data repositories and enterprise reporting tools Business Objects, MEPRS, EAS, and DHA BORA metrics Microsoft Office Suite (Excel, Access, Word, PowerPoint, Outlook) Strong understanding of military health facility operations, staffing methodologies, and clinical workflows. Exceptional analytical, problem-solving, and data interpretation skills. Proven ability to clearly communicate complex findings, recommendations, and analytical outcomes to senior officials. Excellent written and verbal communication skills in English. Ability to maintain strict confidentiality and operate in compliance with all security and privacy requirements (NACI clearance and CAC required). Work Schedule & Duty Location Schedule: Monday–Friday, 08:30–17:30 (40 hours per week; U.S. federal holidays observed) Primary Duty Station: Landstuhl Regional Medical Center (LRMC) Additional Duty Location: ROBMC IPO site, Weilerbach, Germany Security & Compliance Requirements Must be eligible for and able to maintain a NACI security clearance and Common Access Card (CAC). Completion of Anti-Terrorism Level I and OPSEC Awareness Training required within 30 days of start. Must comply with all U.S. Army and U.S. Air Force installation access requirements.
