Role Summary
The Quantity Surveyor – MEP (ROM Contract) is responsible for all quantity surveying and commercial management activities related to ROM (Remeasurement Option Method) works for HVAC, Small Power & Lighting (SPL), and sanitary systems.
The role ensures accurate measurement, valuation, cost control, and timely payment processing, while supporting the project team with contractual and commercial expertise to achieve project objectives in accordance with contractual requirements, company procedures, and applicable standards.
Key Responsibilities
1. Quantity Measurement & Valuation
* Perform detailed quantity take-offs and measurements for HVAC, SPL, and sanitary works in accordance with contract drawings, specifications, and ROM principles.
* Maintain updated measurement records reflecting design development, site instructions, and executed works.
* Prepare and verify remeasurements for completed works on site.
2. Cost Control & Commercial Management
* Monitor project costs against approved budgets and ROM rates.
* Assist in establishing and updating cost forecasts and cash flow projections.
* Identify cost risks and opportunities and proactively communicate them to the Commercial Manager / Project Manager.
* Support value engineering and cost optimization initiatives where applicable.
3. Payment Applications & Certification
* Prepare, assess, and verify interim payment applications and final accounts for ROM works.
* Liaise with site teams, planning engineers, and subcontractors to ensure accurate progress assessment.
* Ensure payments reflect actual progress, approved quantities, and agreed contractual rates.
4. Variations & Change Management
* Identify, measure, and evaluate variations, additional works, and omissions.
* Prepare variation submissions with supporting documentation, including measurements, pricing, and justifications.
* Support negotiation and agreement of variations with the Employer, Engineer, or internal stakeholders.
5. Contractual & Commercial Support
* Provide commercial and contractual support to the project team in line with ROM contract conditions.
* Assist in the interpretation of contract clauses related to measurement, valuation, and payment.
* Maintain proper records for claims, variations, and negotiations.
6. Reporting & Documentation
* Prepare monthly cost reports, progress summaries, and commercial dashboards.
* Maintain organized records of measurements, valuations, correspondence, and approvals.
* Support audits and internal commercial reviews when required.
7. Coordination & Communication
* Work closely with construction managers, planners, engineers, and procurement teams.
* Coordinate with site staff to validate completed quantities and progress.
* Communicate effectively with subcontractors and internal stakeholders on commercial matters.
Minimum Requirements
Education
* Bachelor’s Degree in Engineering, Quantity Surveying.
Experience
* 3–5 years of relevant experience in construction projects, preferably involving MEP works .
* Demonstrated experience in quantity measurement, cost control, and valuation under remeasurement or ROM-type contracts.
* Exposure to large-scale infrastructure, industrial, or building projects is an advantage.
Technical Skills
* Solid understanding of HVAC systems, Small Power & Lighting, and Sanitary installations .
* Ability to read and interpret construction drawings, specifications, and BOQs.
* Strong proficiency in MS Excel for cost tracking, measurement sheets, and reporting.
* Familiarity with cost control procedures and commercial reporting.
Language Skills
* German and English proficiency (spoken and written).
