This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Responsible for highly accurate translation, interpreting, legal research, document preparation, and the technical advice on international law translation services at HQ USAREUR-AF and subordinate legal offices in Germany. Translates technical documents of the most complex nature pertaining to a variety of legal fields affecting other Services', USAREUR-AF, other Army Commands and organizations outside of USAREUR-AF. Reviews translations and original language documents provided by German authorities at the FRG Federal (Bund) and state (Laender) levels, such as amendments to German laws, whereby translations require extensive research and an understanding of legal and historical background for practical application. Translates complex legal and technical language intensive documents related to the claims examining and processing mission of the USACSEUR where cases involve claims by or against the USG for damages incurred during Army maneuvers and field exercises in Germany, i.e., property damages and personal injuries, as well as, offenses and crimes committed by or against US citizens. Translates materials covering judicial, medical, and scientific treatises; preliminary and final expert opinions on questions of international law; drafts and finalized international claims agreements, decrees, regulations and ordinances of the German Federal Ministry of Finance, German Ministry of Defense and other governmental agencies; court rules and decisions, as well as, general correspondence with legal representatives. Interprets at official conferences, negotiations, and functions attended by high-ranking US and German Government officials where interpreting assignments are very demanding, sometimes involving short notice, and require constant alertness and concentration for extended periods of time. Applies simultaneous interpreting techniques requiring immediate communication and solution of conceptual problems without reference. Assists in preparing conferences, negotiations and meetings where negotiations often involve highly sensitive or political issues, which impact directly on the ability of the US Forces in to fulfil international obligations under the NATO SOFA. Interprets for OJA and high-ranking German officials in connection with pending cases involving matters of a technical and legal nature. Receives, reviews, and monitors multimillion dollar environmental claims against the US Armed Forces filed under the NATO SOFA that involves a wide variety of pollutants at various locations throughout Europe.
