Duties
* Serves as Programmer Analyst at the USAREUR Registry of Motor Vehicles. Works under the direction of the Application Programming supervisor.
* Develops and maintains application programs and small subsystems in support of Registry functions using primarily COBOL and CICS in a mixed VSE mainframe and client server environment.
* Provides analysis, design, and programming services including, but not limited to: coding, testing, debugging, and documentation of programs.
* Designs, writes, tests, debugs, and maintains software applications that meet technical and functional requirements.
* Applies information security and information assurance policy, principles, and practices. Reviews proposed regulations and procedural changes, and provides time estimates for proposed projects.

Qualifications
One year specialized experience using Common Business-Oriented Language (COBOL) programming language and demonstrated experience in an IBM mainframe environment. Must possess comprehensive verbal and written communication skills and the ability to analyze work requirements and translate to application programs.
Best Qualifying Criteria:
1. Demonstrable knowledge and experience in the process of software development and design, including designing, coding, and testing client/server and/or web applications that meet customer requirements.
2. Demonstrable knowledge and experience with various mainframe/server software products such as: Java, Linux, CICS or similar job control language.
3. Demonstrable knowledge and experience developing software applications using such tools as Visual Studio, PC/Server Common Business-Oriented Language (COBOL), Language, Scripting or Java programming skills, to include HTML Web languages and DB2 skills.

Pay-Band Allowances and Differentials
* Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. Sunday premium may be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
