This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany and EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben 1. POV (Private Owned Vehicle) Registrar: Registers privately owned vehicles for HQ USAREUR Vehicle Registry according to AE REG 190. Verifies pertinent documents, supporting ownership such as titles, proper de-registrations from German authorities, customs stamps, inspection sheets, valid insurance, valid operator's license and I.D. to ensure the customers are eligible to register IAW Governing rules and regulations e.g. logistical support granted. Verifies for correctness prior to issuance of permanent registrations, plates and decals, which calls for the knowledge of a wide variety of principles. Processes a variety of transactions such as temporary/permanent and shipping registrations, cancellations, transfers of ownership, and renewals, each requiring completion and review of a variety of documents and forms. Reviews forms for proper registration procedures, regulatory requirements, restrictions, and other matters pertaining to selling/buying vehicles, lien releases, clearing vehicles/communities, customs declarations, powers of attorneys, etc. Cancels registrations of POV's shipped to CONUS, sold to individuals not authorized to register in the UR-system or is disposed of in any other way. Is responsible for permanent license plates that are turned into Vehicle Registry, for proper destruction and accountability. Is the verifying authority for transfers of vehicles and certifies bills of sale and Special Power of Attorneys, owner/agent registrations and witnessing signatures of customers. Controls registration expirations and informs unit commanders accordingly. Closely controls accountable forms, decals, and plates by performing monthly/annual inventories. Responds to inquiries by Military Police and Vehicle Registration Office on validity of Temporary License Plates and registrations. Maintains a variety of listings, control logs, etc. on matters such as personnel without driver's license, vehicle registered, stolen/lost plates, etc. Advises customers on proper procedures for registration, de-registration, proper documentations, transfers etc. Supports supervisor collecting pertinent information to provide guidance and requested information to German authorities i.e. lawyers, insurance companies, German police, individual city traffic authorities etc. Must keep up to date on regulations and policies pertaining to all phases of Vehicle Registry and keeps authorities informed of any violations. Is responsible for creating certified documents/copies when requested by German authorities, customer etc. Is responsible for doing an end of day report showing all registrations and services processed to include fees paid. Accounts 100% for all fees (cash, money orders and credit card charges) collected throughout the day. 2. Office Support: Is responsible for placing a monthly order for vehicle plates, decals, forms, stamps etc. to assure everything needed to process vehicle registrations is in stock. Translates from German to English and vice versa such materials as correspondence, information to USAREUR operating licenses, official publications of documents originating from German authorities, etc. Interprets between German and English speaking personnel for supervisor or other military concerned. Is responsible for factual corrections, grammar and syntax of translated matters. Acts as interpreter in conversation and discussion between supervisor, German speaking customers, car-dealers and German authorities. Maintains records and files for reference purposes IAW established filing procedures. Keeps record books on all outgoing mail and temporary packets. Keeps all administrative files for reference purposes. Notes, posts, changes, additions and deletions to maintain regularity material current. Makes daily and bi-weekly inventories of all accountable forms, decals, plates and registrations. 3. POF (Private Owned Firearms) Duties: Registers firearms owned by US Military and Civilian personnel, stationed at or residing within the PM's area of jurisdiction. Accepts applications for weapons registration Checks documents supporting ownership of holder, such as bills of sale, sworn statements, affidavits, shipping documents, orders, and letters of authorization from commanders. Transcribes application data to weapons registration certificate, logs form numbers on accountability sheet, and issues weapon registration certificate and/or weapons customs clearance provided that applicant is departing Germany. Certifies bills of sale. Types and issues applicable registration cards. Prepares documents for shipment of weapons to CONUS or other commands. De-registers and advises customers on European out regarding re-registrations in German system. Briefs registrants on regulations pertaining to scene storage of firearms and ammunition, and customs regulations. Keeps record books on all weapons registrations and transfers. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II: 1 year of creditable experience as defined in A below. E&T Level III and above: No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
