Hauptaufgaben Serves as expert technical support to the USAG Commander, DPW and Division/Branch Chief on all aspects of facility structures, transportation network and land management. Supports the Branch and Sections chiefs coordinating and cooperating the wide range of facility maintenance and sustainability requirements in a solid operation and maintenance program. In cooperation with the section chiefs, reviews plans, specifications, and designs performed by Engineering, Plans and Services (EP&S) Division, architectural engineers, EUD, and other European and US design agencies for such items as adequacy, feasibility of construction, conformance with policy and maintainability. Supports the organization in the concepts and principles of facility operation (for example structural engineering, vapor barriers, condensation, construction loadings, snow loads, improvements and analysis of landscaping, pavement designs, environmental protection and natural resources, regional and US Army design criteria, etc.),and assists the branches coordinating, and prioritizing facilities long-range and annual work plans and programs, reviewing and evaluating of the operations. Monitors and tracks that the accomplishments of the functions are within budgetary and manpower limits and reports critical findings. Utilizes related technical skills and knowledge such as local construction codes, common and/or standard materials, equipment, specialized customer needs, labor practices, etc., for the organization's mission in maintenance, repair, improvements, and analysis of buildings, structures, roads, railroads, bridges, airfields and related appurtenances. Guidance varies in complexity from sophisticated techniques developed through analysis (for example such as flat roofs, insulating materials, road construction Installation Design Guide, etc.) to commonly utilized modern technology. Provides technical engineering data, desired materials criteria, desired finishes, and common inspection requirements to be utilized by the Engineering Work Management Division in initiating engineer projects and development of contract documents. Consolidates technical data received from professionals/section chief/division chief such as selection, size, strength, and thickness of materials; number of applications; number and required skills of personnel. Conducts annual inspections, develops technical documentation, and prepares analytical reports on structural analysis of the projects. Coordinates branch tasks with other units that may be involved. Prepares plans using GIS Data and CAD Data from automation systems. Supports reviewing and monitoring service contracts (may include custodial cleaning, family housing painting, floor sanding and sealing, roofing, locksmith, safety features and scaffolding, preventive maintenance and repair, Pest Control and Grounds maintenance, etc.) to include work description, workload, and cost estimate data. Reviews service contracts for adequacy and cost effectiveness. Prepares purchase orders in the form of short form contracts and submits technical specifications for procurement actions. Formulates Branch position in cooperation with the branch and sections chiefs on which programs should be initiated, dropped, or curtailed resources to be devoted to projects; and the degree to which programs are to be emphasized. Establishes and maintains control measures for the Branches/Division, which provide valid data for higher management. Develops means of reducing costs without impairing operations; provides justification for major expenditures on equipment, facilities, etc. Evaluates the immediate and long-range requirements (up to 5 years) of the Branch, based on funds available or needed for long-range planning in BUILDER, PAVER, RAILER, ROOFER; recommends adjustments to the Branch plans. Provides supporting documentation for recommendations changing plans in view of existing and projected capabilities and needs. Determines the accuracy and adequacy of contractor performance and payment. Perform other duties as assigned.
