Hauptaufgaben
Assists the PHR holders in managing the property from initial request until appropriate disposal. Uses approved automated/web-based software to account and manage non-expendable property records. Maintains a detailed manual/automated property book of assets located in the NEC. Supports directors and managers in properly accounting for assets and submits asset adjustment reports. Conducts physical inventories and insures annual and special inventories are conducted by PHR holders and monthly by Sub Hand Receipt Holders (SHRH). Provides guidance concerning responsibility and accountability procedures to all subordinate programs and facilities to ensure the appropriate NEC Supply and Property Program is healthy and capable of ensuring oversight of government property and equipment. Provides supervisors and PHR with discrepancy reports and gives instructions on proper documentation for lost or missing property. Screens all requisitions against authorization publications and reviews DOD, GSA and other federal agencies for available excess items. Processes Reports of Survey (ROS) for the appropriate NEC property that is destroyed, lost, damaged, by means other than fair wear or tear. Takes appropriate action in accordance with pertinent regulations and policies. Examines and reviews ROS documentation for accuracy and sufficiency and provides guidance on the necessity of further investigation when required. Coordinates payments to GSA, prime vendor, and local vendors by Government Purchase Card. Tracks transaction through report period to ensure the accuracy of transactions. Processes receiving reports and reconciles Master Assets Listing with Defense Finance and Accounting Office. Supports the all NEC personnel in resolving problems pertaining to procurement actions, property accountability and documentation, reports of survey, transfers of equipment, or other supply related matters. Provides training and guidance to all NEC personnel on inventory management through written directives, on-site meetings, on-the-job training, inspections and staff assistance visits. Assists with processing supply requests supporting sourcing of items to be procured by NEC personnel. Receives stores and/or reissues expendable and non-expendable supplies and equipment in the Storage Facilities and maintains full accountability. Maintains files of accountability documents, purchase orders and material status reports. Tracks all IT equipment within the NEC's AOR for End Of Life / End Of Support status. Submits, tracks, and coordinates with Higher Headquarters the NEC's annual and out of cycle life cycle procurement requirements. Coordinates with Installation Directorate of Public Works to monitor and track work orders and service order. Provides cost analysis for annual facilities requirements to the 52d Signal Battalion S4.
Performs other duties as assigned.

E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.
Current employees who have served one year in the same or similar occupation are qualified for the next higher grade.
Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of a German driver's license class B.
• Applicants must be GCSS Army certified, or obtain certification within 12 months.
• Applicants must be able to acquire non-secure network access (NIPR) to access US Government systems.

• This is a permanent full-time position (38.5 hrs /week).
• The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel).
