Hauptaufgaben
Serves as a Senior/Lead Distribution Facilities Specialist and Inbound Expert, Goods Receipt (GR) expert, working independently in the Army Medical Department (AMEDD) Theater Enterprise-Wide Logistics System (TEWLS). As the USAMMCE Inbound GR expert and Chief Receiving Section, assigned to Distribution and Transportation Division, Storage Branch, the incumbent supervises the inbound process and performs a variety of Supply Chain Management duties relating to creating, organizing, monitoring, and controlling inbound processes. Assigned to the Distribution Division, the incumbent performs supply and/or warehousing functions with respect to the receiving, storage and issuing of a variety of medical items, supplies and material to include those of sensitive nature requiring temperature-controlled storage/issue or special handling. The incumbent is especially responsible for the in- and outbound processes and performs a variety of Supply Chain Management duties relating to creating, organizing, monitoring, and controlling in- and outbound processes. Ensures transfer orders and receipts are processed daily to support customers throughout EUCOM, CENTCOM, AFRICOM and Department of State.
TEWLS is a complex, highly configurable, commercial-off-the-shelf automated information system that integrates and standardizes business processes across the entire AMEDD Department of Defense MEDLOG community, including financial management, medical assemblage management, inventory management, product lifecycle management, medical equipment maintenance, capital equipment acquisition, planning, programming and budgeting, strategic planning, sales and distribution, cataloging, purchasing, warehouse management, environmental health and safety, production planning, training management, customer relationship, and roles and authorization. It is the automation platform that enables the AMEDD Enterprise to prosecute its strategic medical logistics mission in order to provide medical materiel lifecycle management and worldwide logistics solutions to the warfighter across the full spectrum of health care missions.
As the USAMMCE TEWLS Inbound GR expert, the incumbent is responsible for coordinating and supervising all activities related to organizing, monitoring, and controlling inbound good receipts processes to include controlling conditions of shipments, clarification of good receipts issues (e.g., frustrated items etc.), communication with purchasing agent/manager on all frustrated materiel, re-consignments and goods receipts reversals. Manages the cross-docking of materiel from receipt through its placement in the interim storage location. Manages and optimizes resources and processes to ensure all good receipts are processed in a timely manner and that they meet or exceed quality standards. Uses and analyzes Business Intelligence (BI) reports, system reports, and SAP Warehouse Monitor to oversee, plan, and optimize work processes. Identifies and corrects good receipts problems or critical process soon after they occur. Responsible for oversight of materiel received through Batch Management. Manages processes to ensure compliance with USAMMCE policies and procedures to include International Standard of Organizations 9001:2000, ISO 14001, and ISO 18000 standards and ensures continual process improvement. Develops and implements departmental changes enhancing workflow optimization and efficiency. Coordinates short- and long-term goals and objectives and analyzes performance trends to ensure the needs of the organization's distribution center are met and processes are continuously improved. Maintains and improves internal controls on productivity and accuracy, and identifies and implements industry best practices to improve business practices, quality, and customer satisfaction. The incumbent ensures that physical assets (e.g., MHE, stock selectors, equipment, computer stations, inventory, conveyors, etc.) are properly controlled, protected, and utilized. Ensures accurate and efficient capacity planning and resource utilization. Coordinates all activities with the Inbound Manager, Replenishment. Takes over the functions of the Inbound Manager, Replenishments during the incumbent's absence (leave, TDY, training, sickness).

E&T Level I: 2 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below.
E&T Level II: 1 years of creditable experience as defined in A below PLUS 3 years of experience as defined in B below.
E&T Level III: 2 years of creditable experience as defined in B below.
E&T Level IV: 1 year of creditable experience as defined in B below.
E&T Level V: No additional experience required.

Experience A: Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc.
Experience B: Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. The amount of the higher level experience must be in a reasonable relation to the required total number of years.
• Applicants must be in possession of German driver's licenses class B.
• Office Automation skills required.
LANGUAGE PROFICIENCY LEVEL:

Position may be filled at the C-06 or at the full performance level, C-6A. Incumbent may be non-competitively promoted to the next higher or full performance level in accordance with regulatory requirements, upon completion of required training, and recommendation of supervisor.
