Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located in Wiesbaden, Germany. Responsibilities Performs a wide range of duties related to the receipt, storage, and distribution of sensitive and/or classified materials and equipment. Assists in the investigation of unusual supply and storage operation problems, such as major losses/gains of inventory, abnormal storage or shipping processing time. Ensures material received agrees in quantity, mark, number and condition with existing shipping/receiving documents. Checks material on hand against the amount listed in the logistics enterprise system and reconciles any discrepancies. Prepares, processes, packages, and certifies hazardous cargo to comply with applicable regulations. Ensures the proper weight and load configuration of loaded cargo for all modes of transportation. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience at the GG-09: One year of specialized experience which includes 1) experience in inventory management, creating, verifying and distributing shipping/supply documents; 2. coordinating with staff members and other organizations on routine supply issues; and 3. providing status updates to upper level management. OR Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Attention to Detail Customer Service Decision Making Flexibility Integrity/Honesty Interpersonal Skills Reading Comprehension Reasoning Self-Management Stress Tolerance Teamwork Conditions of Employment (con't) This is a drug testing designated position (TDP) under the Department of the Army Drugu00ad Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a preu00ad appointment drug test prior to being placed into this position and periodically thereafter. Physical and concentrated effort is required in operating heavy cargo vehicles in adverse weather conditions, exposed to traffic hazards, congested freeways in areas where maneuverability is difficult, as well as exposed to noise, vibration and engines fumes. May be exposed to danger of injury from falling objects during loading and unloading of vehicles. Must be able to obtain and maintain a Class A commercial driver's license with hazardous materials endorsement for the operation of vehicles over 26,000 GVW, per AFI-24-301 and Public Law 99-570 license and drive 24 hours a day over long distances. Please Note Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. -If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. -If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12. -Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. *For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
